Construction Cost Data and Estimation SoftwareThe Government Accountability Office is seeking a cloud-based construction cost estimation software solution that meets or exceeds the functionality of RSMeans Online by The Gordian Group, Inc., as mandated by FAR 52.211-6. The software must provide searchable construction cost data aligned with CSI MasterFormat and UniFormat standards, deliver AI-powered estimating capabilities with up to 100 estimates per month, support real-time search responses under one second, maintain 99.5% system uptime, and include quarterly updates validated by professional cost engineers. Performance is defined across five annual contract periods from July 2026 through July 2031, with delivery and service performed at the GAO’s location in Washington, DC. The contract follows a Firm Fixed Price structure and employs a Lowest Price Technically Acceptable evaluation methodology, where only technically acceptable quotations—verified through proof of authorized reseller status or detailed demonstration of equal or superior capability—are considered, with award going to the lowest-priced compliant offer. All offerors must be registered in SAM with an active UEI and CAGE code, and contractor personnel must be U.S. citizens or lawful permanent residents subject to GAO-specific background investigations at the contractor’s expense. Compliance with stringent security requirements under NISP, NISPOM, and GAO Order 0910.1 is mandatory, along with adherence to prohibitions on Kaspersky Lab software and certain telecommunications equipment under FAR 52.204-23 and 52.204-25. Invoicing must be conducted exclusively through the Invoice Processing Platform, with electronic submission required unless an exemption is granted. The solicitation mandates submission of SF 1449 via email by 10:00 AM Eastern Time on July 22, 2026, including comprehensive documentation to substantiate compliance with salient characteristics in Attachment A, and any claim of an “equal” product must be fully justified with descriptive materials. No contract value has been disclosed, and no options, indefinite-delivery terms, or organizational conflict of interest provisions are included.

DA10--(NEW) (RFI) - Emergent Virtual Face-to-Face (VF2F) Network (VA-26-00045329)The Department of Veterans Affairs is seeking industry input through a Request for Information (RFI) to develop a nationwide virtual emergent and urgent care network, known as the Emergent Virtual Face-to-Face (VF2F) Network, designed to deliver 24/7/365 on-demand care to over six million Veterans. The initiative aims to reduce unnecessary emergency department visits, improve access for rural and underserved populations, and enhance care coordination by integrating virtual consultations with existing VHA electronic health record systems such as VistA and the Joint Legacy Viewer. The network will require a robust software platform that supports real-time triage, AI-assisted clinical documentation, seamless handoffs to providers, and interoperability with FHIR Release 4, SMART on FHIR, C-CDA, HL7, and NCPDP standards. The platform must enable virtual encounters through app, phone, or web, and must achieve performance benchmarks including a median wait time of under five minutes to connect with a clinician, resolution of over 50% of acute conditions without ED escalation, and a Veteran satisfaction score of at least 85% as measured by vSignals. Responses to the RFI, due by March 27, 2026, must be submitted via email in a single document not exceeding 15 pages and under 25 MB in size, and must include detailed responses to Attachment 1, which outlines technical and operational requirements for the platform and staffing model. Vendors must provide their Unique Entity Identifier (UEI) and CAGE Code, identify their size status including whether they qualify as a small business, Service-Disabled Veteran-Owned Small Business (SDVOSB), or Veteran-Owned Small Business (VOSB), and must submit proof of SBA verification if claiming SDVOSB or VOSB status. The staffing model requires clinicians to be board-certified, state-licensed, and to complete one in-person emergency department shift monthly to maintain clinical proficiency. All submissions must be sent to the designated VA email addresses, and the contracting office is located in Eatontown, New Jersey. While no contract has been awarded and no funding is currently allocated, this RFI serves as a critical market research step to inform the future acquisition strategy, which remains undetermined at this time. The scope is nationwide, with no physical delivery or packaging requirements, and performance will be measured through clinical outcomes, efficiency metrics, and Veteran experience rather than traditional inspection protocols.

Pitchbook software subscriptionThe National Institute of Standards and Technology (NIST) is seeking information on potential sources for a PitchBook software subscription to support its CHIPS Research and Development Office, which relies on the platform for comprehensive venture capital, private equity, and M&A transaction data across multiple critical programs including CHIPS SBIR, the National Semiconductor Technology Center, and Research Security and Safeguarding International Science. NIST has determined that PitchBook Data Inc. is the only provider capable of delivering the unique, proprietary features of its platform—including real-time direct data, an Excel plugin for customized modeling, and a specialized desktop interface—that are essential to ongoing operations and cannot be replicated by any alternative solution. Without an alternate source identified, NIST intends to proceed with a sole source award to PitchBook under FAR 13.106-1(b), with the NAICS code 513210 and a $47.0 million size standard. Responses to this notice must include company details, capability statements, authorization documentation if applicable, small business status, relevant federal contracts, experience records, and any additional market research information, but must not contain proprietary data. Responses are due by July 23, 2026, and must be submitted via email in Word, Excel, or PDF format to the designated points of contact. Any questions about the requirement must be submitted by 8:00 a.m. Eastern Time on the same date and will be addressed collectively in an amended notice. This notice is strictly for market research and does not constitute a solicitation, invitation to quote, or commitment to award a contract. NIST will evaluate all submissions to inform future acquisition decisions and retains the right to use the information provided for any purpose it deems necessary. Respondents are advised that they will not be reimbursed for any costs incurred in preparing their responses, and no obligation is created by this notice beyond the conduct of market research.

4 Kelvin Closed Cycle CryostatThe National Institute of Standards and Technology (NIST), through the Department of Commerce, is conducting market research to identify qualified vendors capable of supplying a 4 Kelvin Closed Cycle Cryostat for use in the characterization of superconducting devices and circuits by the Spin Electronics Group within the Physical Measurement Laboratory. This effort is formally categorized as a Sources Sought announcement, not a solicitation for quotes or proposals, and is intended solely to gather information on available commercial capabilities, manufacturing origins, and delivery timelines to inform future procurement decisions. The required cryostat must achieve a base temperature below 3 K, provide over 1.5 watts of cooling power at 4.5 K, and feature a sample space of at least 250 mm in diameter and 225 mm in height, with peak-to-peak temperature variations less than 50 mK and cool-down/warm-up times under two hours. All necessary cooling hardware, thermometry, heaters, and temperature controllers must be included. Additionally, a separately priced option is sought for a 1 Tesla split coil magnet with a bore greater than 110 mm, superconducting high-current leads, and appropriate vacuum feedthroughs. Responses must include the company name providing and manufacturing the product, the country of origin, technical specifications, typical lead time after order receipt, and supporting documentation, all limited to four pages and submitted electronically to Angela Hitt at angela.hitt@nist.gov by the deadline of June 26, 2026. The government is particularly interested in identifying U.S.-based manufacturers and will consider all small business set-aside categories, but no contract award is guaranteed. If a future procurement is initiated, delivery of the system, including installation and training, must be completed no later than 12 months after receipt of order, and all items must be shipped in original manufacturer packaging. Warranty requirements specify a minimum one-year manufacturer warranty, and travel costs, if required, must be separately itemized and reimbursed under the Federal Travel Regulation. No quotes will be accepted or considered during this phase, and marketing materials are explicitly excluded from review.
