Solicitation # N6264926QH044
Solicitation N6264926QH044 is a total small business set-aside for an audio visual refresh of the Building 200 Flag Conference Room at Joint Region Marianas in Piti, Guam. The objective is to upgrade primary display and audio capabilities while ensuring dependable presentation connectivity for NIPRNet and SIPRNet government computers. The project requires the integration of new components with existing government-furnished equipment, including the secure video teleconference codec, cameras, and control panels. The period of performance is scheduled from September 28, 2026, to December 31, 2026. The contract is a firm-fixed-price award based on a best value trade-off process. Evaluation is divided into three factors, with technical capability and past performance combined being more important than price. Technical proposals must include a high-level strategy, system architecture diagrams, an execution plan with a disruption mitigation strategy, and integration details. Past performance is evaluated based on relevance to military or secure federal facilities within the last five years. The scope of work is divided into five CLINs covering project coordination, equipment installation, programming, system validation, and the removal of old property. Submission requires two separate volumes via email: a technical and past performance volume limited to 23 pages, and a pricing volume. All invoicing must be processed through the Wide Area WorkFlow system. The procurement includes specific requirements for U.S. citizenship and security clearances for personnel accessing the site, and adheres to the Service Contract Labor Standards for Guam. Amendment 0001 updated the performance work statement regarding equipment reuse and incorporated the conference room floor layout.

The Administrative Office of the U.S. Courts solicited a Blanket Purchase Agreement (BPA) to acquire an enterprise training platform for the Judiciary’s IT workforce, originally aiming to award up to three contracts. The requirement called for a comprehensive digital learning solution offering a library of courses covering 21 technical and non-technical domains, including cybersecurity, cloud engineering, and AI, with 22 mandatory courses tailored to the Judiciary’s workforce. The platform needed to support personalized learning paths, role-based access, and integration with the Judiciary’s Identity, Credential, and Access Management (ICAM) infrastructure, including mandatory SAML 2.0, SCIM 2.0, and Active Directory compatibility. Proposals were evaluated on a Lowest Price Technically Acceptable basis, with technical acceptability determined by strict adherence to the Statement of Work, Requirements Questionnaire, and ICAM checklist, while pricing was assessed for reasonableness through the official Price Workbook. The BPA structure included a five-year period with five 12-month ordering periods, firm-fixed pricing for all license subscriptions, and required quarterly reporting, timely delivery of updates, and consistent nationwide pricing. All offerors were required to submit a two-volume proposal—price data via an Excel workbook and a technical submission limited to 10 pages—with strict formatting, file size, and electronic submission rules. However, due to a reorganization and restructuring within the Administrative Office, the solicitation was formally cancelled on July 13, 2026, with Amendment 0004 not being attached due to system limitations. Previous amendments had extended proposal deadlines multiple times and revised key attachments to clarify technical expectations and pricing structure, but no award was made as the requirement was deemed no longer necessary.

Update 7/13/2026: The Administrative Office of the U.S. Courts (AO) is cancelling the solicitation. Due to the AO's recent reorganization and restructuring, this current requirement is no longer needed and is being cancelled.  USCA25Q0045, Amendment 0004, has NOT been added to the attachments section due to a system error that will not allow the document to print. This post memorializes the cancellation of this solicitation. Please continue to monitor SAM.gov for other opportunities from the AO. Thank you for your interest in the work of the Federal Judiciary.

Update 1/23/2026: The AO is amending and re-opening the solicitation due to changes in our requirements. Please see the updated attachments, as all changes are noted in red text. USCA25Q0045 Amd 0003 has been added to the Attachments section. The amendment includes the following updated attachments: Attachment J.1 SOW Amend 0003, Attachment J.2 Requirements Questionnaire Amend 0003, and Attachment J.2a Judiciary IDAM Requirements Checklist Amend 0003

Update 10/3: This is a third update to note that the Q&A was updated and a new version attached as a question and answer was inadvertently left off that should have been included. Please see the updated Q&A in the attachments section for more information.

Update 10/2: This is a second update to note that the Q&A was updated and a new version attached as a question and answer was inadvertently left off that should have been included. Please see the updated Q&A in the attachments section for more information.

Update 10/2: USCA25Q0045 Amd 0002 has been added to the Attachment sections. The amendment provides responses to vendor Questions.  The Amendment includes the following Attachments: USCA25Q0045 Enterprise Training BPA Q&A, Attachment J.1 SOW Amd 0002, Attachment J.2 Requirements Questionnaire Amd 0002,and  Attachment J.3 Training Platform Price Workbook Amd

Update 9/23: Amendment 0001 has been added to the Attachments section. The amendment extends the due date for proposals to 10/8. The AO is currently working on the Q&A and anticipates that will be released in the coming days.

The Administrative Office of the United States Courts (AO) has a mission to support the federal judiciary (judiciary) and the public it serves by providing various services and support functions to the courts and organizations that are part of the judiciary. One of the ways the AO provides support is by providing the judiciary with methods for procuring the needed IT supplies and services they may need. To help provide that support, the AO establishes and administers nationwide blanket purchase agreements (BPAs) that may be used by various judiciary organizations to procure the services they need for their organization.

For this requirement, the AO's Department of Technology Services (DTS) Systems Development and Support Office (SDSO) is soliciting for an online enterprise training platform. The AO intends to make up to three nationwide BPAs awards. SDSO is targeting a capability with an online enterprise training platform that provides a vast library of readily available, affordable, and up-to-date online courses across a wide range of topics, allowing employees to easily access training to upskill, reskill, and stay current with rapidly evolving technologies and industry practices, all while tailoring their learning to their specific needs and schedules.

The required training license subscriptions will allow the workforce to intelligently tailor technical content to each individual learner for the purpose of maintaining and upskilling by providing access to a library of courses. Course options will include twenty-two (22) mandatory courses required for the technical Judiciary workforce. In addition to course availability, the enterprise training platform allows the Judiciary workforce to customize a learning path to provide a set of building blocks for describing the tasks, knowledge and skills that are needed to perform specific technical work within their organization. This will also help users learn skills that match a prescribed career progression path that meets or exceeds expectations within their respective current work fields. The specific requirements for the platforms and information on how to submit a proposal in response to this solicitation can be found in the attachments to this posting. Instructions for proposals can be found in section L of the solicitation, USCA25Q0045.

It is important to note that procurement within the federal judiciary is not subject to the Federal Acquisition Regulation (FAR), which applies to most Executive Branch agencies. Judiciary procurement policies are the responsibility of the Procurement Management Division (PMD) within the AO and are issued in the Guide to Judiciary Policy (Guide), Volume 14 (Procurement). Offerors or contractors wishing to find the full text of individual provisions or clauses incorporated by reference in judiciary solicitations and contracts are directed to Appendix 1B of Volume 14 that can be found on the US Courts website (www.uscourts.gov).
