Enterprise-wide OT/ICS/FRCS Modernization and Integration Prototype 1.0 (ICED-603)

The U.S. Army Information Systems Engineering Command, acting on behalf of the Army Materiel Command, has issued a Call for Solutions (ICED-603) to modernize and integrate its enterprise-wide Operational Technology (OT), Industrial Control Systems (ICS), and Facility-Related Control Systems (FRCS). This initiative aims to mitigate systemic risks to critical military capabilities, such as power grids and water resources, by implementing a modernized metering system and ensuring cyber-resilience across disparate infrastructures. The project involves installations both within the Continental United States and overseas. The solicitation is issued under the authority of a Defense Commercial Solutions Opening (CSO), meaning the resulting award may be a standard Federal Acquisition Regulation contract or a non-FAR Other Transaction (OT) agreement. The procurement follows a multi-phase iterative prototyping process. Phase 1 requires a Solution Brief, a Total Cost of Ownership estimate, an Organizational Conflict of Interest analysis, and signed Non-Disclosure Agreements. Phase 2 involves down-selected offerors submitting a Technical Courses of Action package, and Phase 3 focuses on detailed cost proposals and negotiations for the highest-rated offeror. To be considered, all submissions must pass mandatory gate screenings regarding formatting, cybersecurity compliance—specifically CMMC 2.0 Level 2 or an equivalent SPRS score—and prohibited sourcing compliance under NDAA Section 889 and 5949. Final selection is based on a combined score of the written proposal and live-site demonstration, with heavy emphasis placed on cybersecurity posture and discrepancy resolution (45%), interoperability (30%), logistical viability and supply chain risk management (15%), and adaptive engineering (10%).
