The City of Fresno is the lead agency for a reorganization project involving the annexation of approximately 10.55 acres at the southwest corner of East Nees Avenue and North Willow Avenue. This action includes detaching the land from the Fresno County Fire Protection District and the Kings River Conservation District. The project consists of three primary components: the annexation of the land, the pre-zoning of approximately 8.6 acres from agricultural to community commercial and annexed rural residential transitional zones, and a development permit for the construction of medical, dental, and professional office buildings on 3.3 acres. The project is identified under Environmental Assessment numbers P23-00446, P23-00449, and P23-00702. Under the California Environmental Quality Act (CEQA), the City of Fresno adopted a Mitigated Negative Declaration, concluding that the project would not have significant adverse environmental effects provided specific mitigation measures are implemented. The Department of Toxic Substances Control provided recommendations regarding soil testing and the management of contaminants such as pesticide residues, lead-based paint, and asbestos. Construction is slated to begin on June 2, 2025, with an operational year of 2026. All infrastructure must meet City of Fresno standards and exceed 2019 Title 24 Building Envelope Energy Efficiency Standards. Compliance with OSHA, US DOT, and EPA regulations for hazardous materials and site safety is required, with the City of Fresno Department of Public Works overseeing infrastructure inspections.
