NKRS Trucking Facility Project

The NKRS Trucking Facility Project, filed under Development Permit and Environmental Assessment No. P23-01154, proposes the development of a 4.76-acre industrial site at the south side of West Nielsen Avenue in Fresno, California, between West Marks Avenue and North Valentine Avenue. The site, currently vacant and undeveloped with only fencing and an unpaved access road, will be transformed into a private trucking facility featuring two-phase construction. Phase one, starting in late 2024 and expected to conclude by mid-2026, includes site preparation, grading, undergrounding of utilities, paving of 162,625 square feet of asphalt, construction of a 3,000-square-foot dispatch office (Building #100), and a 9,000-square-foot truck repair and maintenance shop (Building #200) equipped with two drive-through service bays, a parking bay, offices, restrooms, a lunchroom, a tool room, and a fire sprinkler system. A 5,000-square-foot retention basin will be installed for on-site water filtration. Phase two, to begin within two to three years after Phase one, will add a 16-foot-tall office building (Building #300). The facility will include 56 truck parking stalls, 27 car and van stalls (with two accessible and two EV-capable stalls), and two EV charging stations, with vehicular access managed via one-way truck entry and exit points along the eastern and western parcels and all traffic directed through West Nielsen Avenue, a Major Collector road as defined by Caltrans. Site improvements also entail paving 328 linear feet of West Nielsen Avenue to a 51-foot width, installing a 12-foot concrete sidewalk, curb and gutters, and undergrounding existing overhead power lines in alignment with City of Fresno Municipal Code. The project will remove two eucalyptus trees and plant nine Chinese pistache and seven Natchez crape myrtle trees, alongside 124 shrubs for visual screening and a new irrigation system. The facility will operate Monday through Friday from 8:00 a.m. to 5:00 p.m., housing six employees and generating an estimated 123 daily driveway trips.
