Environmental Consulting Vendor of Record

The City of Peterborough is seeking a qualified Environmental Consulting Vendor of Record (VOR) under a Master Framework Agreement for a three-year term expiring December 31, 2029. The selected vendor will be responsible for annual asbestos-containing material re-assessments for approximately 46 to 50 facilities, the maintenance of an Asbestos Management Database, and the performance of hazardous building materials surveys for construction and renovation projects. Additionally, the VOR will provide project management support for demolition projects, including the creation of bid documentation compliant with the Accessibility for Ontarians with Disabilities Act and the certification of invoices. The procurement process utilizes a 100-point evaluation scale, requiring a minimum score of 60 points for consideration. Scoring is weighted across experience and qualifications, technical capability, service delivery, social value, and pricing. The successful respondent must maintain significant insurance coverages, including 5 million dollars for commercial general liability, professional liability, and automobile insurance, as well as a 50,000 dollar crime policy. Performance is monitored through a formal evaluation protocol, and failure to meet standards can lead to suspension from future procurements for up to three years. Annual inspections must be completed between September 1 and October 31 each year, with specific scheduling requirements for the Provincial Courthouse.
