Supply & Install - Automatic Lubrication System

The City of Peterborough has issued Request for Supplier Qualifications VOR-158-26 to establish a Vendor of Record (VOR) for a three-year term beginning in 2026. The selected single legal entity will enter into a Master Framework Agreement to supply and install automatic lubrication systems on various City-owned fleet and equipment, including waste collection trucks, street sweepers, backhoe loaders, and tandem axle plow trucks. The scope of work includes providing installation services, maintaining detailed installation records, and ensuring all equipment meets City standards. Specific technical requirements include the use of single-line systems for tandem axle plow trucks. The contract includes provisions for liquidated damages of $25 per calendar day if defective workmanship or materials are not corrected within five days of notification. The evaluation process for this solicitation is based on a weighted scoring system that prioritizes company knowledge, skills, and experience, as well as the provision of at least three relevant project examples, including one from the public sector. Proponents are also evaluated on their regional service and commissioning support and their commitment to social procurement goals, such as inclusive employment and diverse supply chain certifications. Mandatory submission requirements include a completed submission form, pricing for specified line items, a valid business license, HST registration, and a Return on Investment (ROI) calculator. Additionally, respondents must demonstrate the ability to meet strict insurance requirements, including $5M in Commercial General Liability and $5M in Automobile Insurance. Performance will be monitored through a formal evaluation protocol, where substandard ratings may lead to supplier suspension for up to three years.
