The contract seeks the renewal of critical data center services at Equinix Ashburn, Building DC11, to support ten cabinets housing Department of Homeland Security Science and Technology Directorate equipment. The services include colocation space, power, cooling, and connectivity necessary to sustain the operational integrity of the DHS HSEN network and associated systems. The provider must deliver direct zero hop connections to the DHS Homeland Security Enterprise Network, major telecommunications carriers including AT&T, Verizon, and Level 3, and leading cloud service providers such as Microsoft Azure, AWS, Google Cloud, Oracle, and IBM. This direct physical interconnection within the colocation facility minimizes network latency and eliminates unnecessary routing hops, ensuring optimal performance and secure traffic inspection between DHS systems and external entities. The facility must be located within a fifty-mile radius of the DHS S&T headquarters at 3701 Martin Luther King Ave SW, Washington DC, and must support specialized patching requirements directly into the DHS HSEN cage, a capability uniquely available through Equinix. The contractor will provide infrastructure support for a Government Furnished Equipment Level 1-Basic Services solution, maintaining colocation capability for DSH S&T’s core infrastructure. The solicitation is designated for small business set-aside under NAICS code 541519, with primary point of contact Hoin Park and the Small Business Specialist Geoff Seay handling administrative and compliance matters. The requirement reflects an uncompromising need for low-latency, secure, and reliable network access critical to federal cybersecurity and interagency operations.

DHS/S&T/CIO requires renewal of Data Center cage space, power, cooling and connectivity for 10 cabinets at Equinix Ashburn and associated wiring and zero hop network connections and internet connection services to DHS Homeland Security Enterprise Network (HSEN), other carriers, and Cloud Service Providers (CSP)s. The DHS HSEN cage is located in Equinix Ashburn, VA, Bldg DC11. The DHS S&T Equinix cage also is located at Equinix, Ashburn, Va, Bldg DC11. The Data Center Service Provider shall provide the infrastructure support for a Government Furnished Equipment (GFE) Level 1-Basic Services solution. The Contractor shall continue to provide a colocation facility support for the DHS S&T core infrastructure. The requested facility is located in the DC Metropolitan area that is within fifty 50 mile radius of DHS S&T location (3701 Martin Luther King Ave, SW, Washington DC 20528). The facility shall provide direct zero hop access to DHS HSEN and to carriers such as AT&T, Verizon and Level 1 and CSPs such as Microsoft Azure, AWS, Google, Oracle, and IBM. This direct connection facilitates better access and lower latency to applications within the above-mentioned entities. Zero hop is defined as providing direct, physical connectivity within the colocation facility campus to HSEN, CSPs, Tier 1 Internet Gateways, and Telcos. This is required to maintain system functionality by reducing network hops and latency, which are caused due to the numerous interfaces between DHS systems, to a minimum. Placing the DHS S&T network systems in a co-location facility also facilitates the routing and inspection of traffic between CSPs, as well as, between the internal DHS S&T network to HSEN and to the CSPs. Additionally, DHS S&T requires space within the Washington DC metropolitan area and direct patching to DHS HSEN’s cage. These specialized requirements can only be met by Equinix.
