Full Description

The County of Santa Clara (County) is seeking proposals from qualified providers to provide a comprehensive electronic procurement (SaaS) system (herein referred to as the “eSourcing Platform” which will leverage modern technologies to automate and increase efficiencies in managing county solicitation for County’s Procurement Department (PRC) to replace BidSync, current tool being used countywide to solicit bids.   The County will only consider proven base systems and is not interested in beta systems nor the purchase of professional services to design and develop a customized system. The County requires an eSourcing Platform that has been successfully implemented in a county setting similar to the size of the County of Santa Clara.    The County will only consider a cloud-based software solution that: - meet the technical and functional requirements as defined in this RFP. - have been successfully and effectively implemented in production environments with requirements that closely mirror that of the County. - have been successfully and effectively implemented in at least one production environment in California.   The mandatory requirements of the solution are marked as “M” in Appendix A; proposals which do not meet the mandatory requirements will not be considered for further evaluation.   Only one submittal will be accepted from each proposer, however the proposal may include alternative solutions. The County expects a turnkey, highly configurable solution with all software, implementation services, training, and software maintenance and support provided by the awarded Contractor. The solution should not obligate the County to manage additional contracts with third-party vendors. Therefore, if the solution includes the use of third-party software to support the application, the County expects the awarded Contractor to deliver their final solution including all supporting software, licensing, and interface development.   Deployment of the solution will involve the partnership of the staff from the selected Contractor with County staff from the Office of the Procurement Department eProcurement (eProc) Team, and Technology Services and Solutions (TSS) as may be necessary.   This RFP may result in a single award. If an award is made, it is the County’s intent to award a contract for an initial 5-year term with 2-one year renewal option for a total term of seven (7) years unless terminated earlier or otherwise amended.    A non-mandatory pre-proposal conference will be held on the date and time specified in Section III.A of this RFP. Attendance at the pre-proposal conference is highly recommended.   THIS RFP SOLICITATION REQUIRES ALL PROPOSALS TO BE SUBMITTED ELECTRONICALLY THROUGH PERISCOPE HOLDINGS. NO PAPER, EMAIL OR FAX SUBMISSIONS WILL BE ACCEPTED AND MAY BE DEEMED NONRESPONSIVE.  Added on Jun 21, 2024:Addendum No. 1 now posted.
