1.Synopsis and Introduction:


The Defense Health Agency (DHA) is issuing this pre-solicitation notice to inform industry of an upcoming requirement to provide Healthcare Environmental Cleaning (HEC) & Linen Services at Military Treatment Facilities (MTFs) within the Germany Area of Responsibility (AOR). The objective of this Pre-solicitation Notice is to inform industry that DHA anticipates issuing a Request for Proposal (RFP) seeking qualified sources capable of providing highly specialized HEC and linen services in Germany, conforming to the highest standards of quality and complying with all applicable certification requirements and with rigorous and exacting medical industry standards for maintaining an aseptic space for the administration of healthcare ranging from clinical to surgical.  HEC services include management activities such as planning, scheduling, cost accounting, report preparation and submission, establishing and maintaining records, quality control, and performance management. 


Anticipated performance locations:


  • Landstuhl Regional Medical Center (LRMC) Landstuhl, Germany and its outlying health, dental and veterinary clinics (Baumholder, Kaiserslautern (Kleber/Pulaski), Wiesbaden)
  • Medical Department Activity – Bavaria (MEDDAC-B) Vilseck, Germany and its outlying health, dental and veterinary clinics (Grafenwoehr, Hohenfels, Ansbach, Illesheim, Stuttgart)
  • Rhine Ordinance Medical Center (ROBMC), Weilerbach, Germany


2. Site Visit:


  • 21 July 2026 (0800-1600):  The site visit of LRMC in Landstuhl and some parts of ROBMC, Germany
  • 22 July 2026: Travel Day to Vilseck, Germany
  • 23 July 2026 (0800-1600): The site visit of the Vilseck Clinic in Vilseck.

A more detailed timeline for the site visit will be provided to attendees prior to 21 July 2026.

  • RSVP Deadline: No later than Friday, July 10, 2026, at 17:00 PM CET.
  • Limit on Attendees: Due to space constraints inside active clinical environments, attendance is strictly limited to two (2) representatives per company.
  • Required Registration Data: Prospective offerors must provide the following by the RSVP deadline:

  1. Full Legal Name (as it appears on Passport/ID)
  2. Company Name & Corporate Address
  3. Germany Citizens –  Copy of Personalausweiss (German Identity Card – front and back)
  4. Other Citizens – Copy of Passport


Failure to provide the required documentation may result in the inability of company representatives to access Army installations.

5. Anticipated Release:


This notice serves as a follow-up to the sources sought notice that was previously posted on SAM.gov on 9 March 2026. The Government anticipates releasing the formal solicitation on or about 7 July 2026. All parties are advised to continue monitoring SAM.gov for the posting of the formal RFP and any subsequent announcements/notices associated with this requirement. A draft PWS will be provided via update of this pre-solicitation notice in the near future.
