AI Contract Overview
The USDA Food Safety and Inspection Service is conducting market research to identify domestic manufacturers and vendors capable of supplying specialty evaporative cooling products, including Cooling Hat Liners, Evaporative Cooling Hard Hat Brow Pads, Evaporative Cooling Hard Hat Pads, Evaporative Cooling Bandanas, and Miracool Tie Hats or equivalents. The primary focus is on verifying the Country of Origin and ensuring compliance with the Buy American Act or Trade Agreements Act, as applicable, to assess the viability of sourcing these items domestically. Respondents must provide a vendor profile that includes their UEI or CAGE code, point of contact details, business size classification, confirmation of country of origin, and explicit declaration of whether each product meets Buy American Act requirements. Responses must be submitted by April 4, 2026, at 4 p.m. EST to Angela Carey at angela.carey@usda.gov and should include technical specifications and average lead times for delivery. The agency is using this information to determine whether the requirement can be set aside for small business participants or if a waiver for domestic preference is necessary due to insufficient availability of American-made products. This effort is part of a broader market assessment under NAICS code 315990 with no formal solicitation or procurement commitment at this time. All activity is centered around the agency’s office in Beltsville, Maryland, and responses are expected to support future acquisition planning decisions regarding procurement strategy and domestic sourcing feasibility.
