The initiative is being managed by the City of Santa Monica, with Rachel Kwok, Environmental Planner, listed as the primary point of contact for inquiries and coordination. The facility’s use during this window represents a strategic partnership to enhance the Olympic experience in Santa Monica, leveraging the Annenberg Beach House’s prominent coastal location for global visibility. License Agreement with Anheuser-Busch and MomentumThe City of Santa Monica has entered into a license agreement with Anheuser-Busch and Momentum to host the Pitchside Club, a temporary fan festival experience on the Santa Monica Pier in June 2026, in conjunction with the FIFA World Cup 2026. This event is designed as a 21+ adult-oriented soccer social club featuring live match watch parties and interactive soccer-inspired games and programming, creating a unique, high-energy destination for fans. The project is structured as a non-permanent installation with no expansion of existing pier infrastructure, relying on accessory structures such as seating, signage, and service areas that will be fully removable after the event. Environmental compliance has been established under California Environmental Quality Act (CEQA) categorical exemptions, specifically Sections 15301, 15303, 15311, and 15323, which collectively support the use of existing facilities, construction of small structures, normal operations of recreational spaces, and maintenance of cultural resources, eliminating the need for a full environmental impact review. The City of Santa Monica retains oversight responsibility and has filed a Notice of Exemption with the required certified documentation attached, serving as the formal basis for approval. The point of contact for the project is Rachel Kwok, Environmental Planner, who serves as the lead agency representative, though no formal Contracting Officer’s Representative or Contracting Officer has been explicitly identified. No financial terms, payment details, invoicing procedures, or contract value have been disclosed in the available documentation, suggesting a non-monetary or administrative licensing arrangement. The event period is limited to approximately 15 days in June 2026 with no specified delivery or shipment requirements, as the scope centers solely on event execution at the Santa Monica Pier. There is no evidence of competitive procurement, evaluation factors, federal acquisition regulations, or standard contract clauses, indicating this is a ministerial licensing action under local authority rather than a federal procurement. All submissions for the exemption were required to be mailed to Sacramento by the April 15, 2026 deadline, with no electronic submission options supported. There are no requirements for security clearances, key personnel qualifications, contract options, or socioeconomic certifications, and no federal entity identifiers or size status data are provided for the parties involved.

Big Bear Double Cross - Cyclocross EventThe Big Bear Double Cross - Cyclocross Event is a two-day trail bicycle race scheduled to take place at Big Bear Ranch Park in Big Bear Lake, California, a facility owned by San Bernardino County. The event involves temporary modifications to a dirt course with obstacle setups, requiring minimal ground disturbance, and is classified under CEQA Section 15323, Class 23, which exempts it from detailed environmental review as a normal operation of an existing public facility for recreational purposes. The San Bernardino County Department of Public Works, Special Districts, serves as the contracting entity, with Oscar Mendez, Recreation Superintendent, listed as the primary point of contact for inquiries and coordination. No formal contract value, pricing structure, or line items are specified in the documentation, and no federal acquisition regulation clauses, solicitation numbers, or procurement classifications are applicable, as this is a local government-organized recreational event rather than a federal procurement action. Performance is limited to the event days at the designated park location, with no delivery of goods, FOB terms, invoicing systems, or payment office details provided. The event requires coordination of course layout, temporary obstacle installation, traffic management, and public safety during operation, with acceptance and inspection responsibilities held by San Bernardino County. No formal evaluation factors, award basis, or contracting officer roles are defined, and there are no representations, certifications, or socioeconomic provisions required, as the agency itself is the organizer and not sourcing from external vendors. No packaging, marking, or preservation standards apply, as no physical supplies are being procured. The documentation contains no attachment lists, proposal submission guidelines, deadlines, or formatting requirements, indicating the event was likely authorized through an internal administrative process tied to a categorical environmental exemption rather than a competitive bidding procedure. All activities are confined to the park premises, with no extensions, option periods, or special clauses beyond compliance with local environmental guidelines for public events.
