Exclusive Public Safety Officers and Traffic Management Services

The Washington State Convention Center Public Facilities District, doing business as the Seattle Convention Center (SCC), is soliciting proposals for exclusive public safety and traffic management services. The selected provider will be responsible for supplying armed uniformed public safety officers for law enforcement and traffic control, as well as unarmed security officers to ensure the safety of guests and employees. The contract is anticipated to begin on January 1, 2027, and end by December 31, 2030, with the option for the SCC to extend the term for up to six additional one-year periods, not to exceed a total of ten years. Qualified proposers must be licensed to do business in Washington State and possess a private security company license in accordance with RCW 18.170. A minimum of five years of experience in providing armed public safety officers for a similar scope of work is required. The contractor must ensure personnel are available 24/7 and can be deployed within one hour of notice. Invoicing must be completed individually for each event within 48 hours of its conclusion. The award will be based on the best overall value rather than the lowest cost. Evaluation criteria include the proposer's experience, staff qualifications, project approach, work plan, and cost, with additional points available for references and interviews. The SCC also strongly encourages participation from minority-owned and women-owned businesses, with voluntary goals set at 10 percent for MBEs and 6 percent for WBEs. Proposals are due by November 3, 2026, at 3:00 p.m. local time in Seattle.
