Solicitation # N4215826QC022
Solicitation N4215826QC022 is a combined synopsis and solicitation for commercial items issued by the Norfolk Naval Shipyard to secure an accredited educational institution for its Apprentice Program. The government intends to award a sole-source contract to Tidewater Community College under the authority of 41 U.S.C 1901. The objective is to provide online academic instruction, a Learning Management System, and instructional support for approximately 250 students across four sessions per year. The program is a four-year hybrid initiative designed to lead apprentices toward an Associate of Applied Science degree and a Trade Technician Career Studies Certification, with specific courses covering technical drawing, basic technical math, science in the workplace, and OSHA-compliant industrial safety. The contract structure includes a base period from January 11, 2027, to January 10, 2028, and one option year extending to January 10, 2029. A 15-day phase-in period is required for a seamless transition. Pricing is based on a firm-fixed-price structure across several CLINs for FY 2027 and FY 2028, covering general apprenticeship programming and high-cost technical course fees. The primary place of performance is the contractor's online system, though any physical classrooms must be within a 25-mile radius of the shipyard. Key requirements include accreditation by a U.S. Department of Education recognized agency and compliance with Department of Labor standards. The contractor must maintain a Quality Assurance Program and adhere to strict security and privacy regulations, including the Privacy Act and SECNAVINST 5510.36A. Hispanic-Serving Institutions Education Grants Program
Solicitation # USDA-NIFA-HSI-011903
The Hispanic-Serving Institutions Education Grants Program, administered by the National Institute of Food and Agriculture under the Department of Agriculture, provides approximately 30.6 million dollars in funding to strengthen the capacity of HSIs to deliver education, applied research, and community development programs in food, agriculture, natural resources, and human sciences. Individual awards range from 25,000 dollars to 1.2 million dollars, with specific bridge grants available between 100,000 and 200,000 dollars. Eligible institutions must maintain at least 25 percent undergraduate full-time Hispanic enrollment and meet specific federal criteria regarding accreditation, need-based assistance, and expenditure levels. While only HSIs may apply, the funded projects must benefit the entire institutional population rather than exclusively the Hispanic population. Applications must be submitted via Grants.gov by December 3, 2026, and must reflect a 48-month project period. The evaluation process consists of an initial administrative screening followed by a scientific peer-review based on five equally weighted criteria: potential for advancing education quality, proposed approach and cooperative linkages, institutional capability, qualifications of key personnel, and budget cost-effectiveness. Required documentation includes a project narrative limited to 20 double-spaced pages, a data management plan, a two-page mentoring plan, and a certification letter signed by the institution's Authorized Representative. All attachments must be submitted in PDF format.

Limited Competition: Institutional Development Award (IDeA) for Clinical & Translational Research (CTR) (P30 - CT Optional)
Solicitation # PAR-27-056
The Institutional Development Award (IDeA) for Clinical and Translational Research program is a National Institutes of Health initiative designed to expand biomedical research capacity in states that have historically received low levels of NIH funding. This limited competition funding opportunity offers two distinct programmatic tracks to address diseases and health challenges prevalent in these specific regions. The IDeA CTR Development track focuses on enhancing infrastructure and workforce development at individual health research organizations with limited clinical research capacity. Alternatively, the IDeA CTR Network track supports statewide or multi-state networks of organizations to expand existing infrastructure, coordinate clinical research activities, and improve the ability to design and implement competitive research programs. Applications for this solicitation are subject to a standard NIH peer-review process, and only meritorious submissions will be considered for funding. The program is managed by the National Institutes of Health under the Department of Health and Human Services. Interested organizations must review specific eligibility requirements outlined in the solicitation before applying. The response deadline for this funding opportunity is May 30, 2029, and inquiries can be directed to the National Institutes of Health point of contact via the provided email or telephone information.

This solicitation, identified as N0018926QB050, is a combined presolicitation and request for quotes for commercial services under FAR Part 12, seeking a Firm-Fixed-Price contract to design and deliver graduate-level executive leadership education programs for senior leaders within the Department of the Navy, managed by the Assistant Secretary of the Navy for Manpower and Reserve Affairs. The NAICS code is 611310, with a small business size standard of $34.5 million, and the acquisition is conducted as full and open competition without any set-aside. The requirement follows a best-value tradeoff source selection process where non-price factors—Performance Approach, Past Performance, and Socioeconomic Plan—carry greater weight than price, with the two technical factors each deemed equally critical and significantly more important than the socioeconomic component. A rating of less than Acceptable for either Performance Approach or Socioeconomic Plan renders a quote ineligible for award. The Government reserves the right to award without discussions and is not bound to select the lowest-priced or highest-rated quote. Quoters must submit two electronic volumes: Volume I detailing the non-price factors within specified page limits, and Volume II containing a price quotation in Excel and PDF formats, with all submissions due by May 8, 2026, via email to designated contracting officers. All offerors must be registered in SAM, and the contract will be awarded to the responsible vendor offering the best overall value based on the evaluation criteria. The base period runs from June 1, 2026, through May 31, 2027, with three one-year options available. The performance work statement requires the contractor to deliver fully developed leadership courses, including materials, logistics, travel, and administrative support, with all deliverables submitted to the Pentagon in Washington, D.C., and governed by a Quality Assurance Surveillance Plan and Contract Administration Plan. The Government has specified that travel and materials costs are subject to Not-to-Exceed limits but that core services like course design and delivery lack fixed pricing in the solicitation, leaving pricing entirely to the offeror’s discretion within a firm-fixed-price framework. Specific compliance requirements include adherence to NIST SP 800-171 for cybersecurity, prohibition of covered telecommunications equipment from designated foreign entities, restrictions on subcontracting with organizations linked to state sponsors of terrorism, and the mandatory use of WAWF for electronic invoicing. The solicitation incorporates numerous FAR and DFARS clauses,

System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

All quotes shall include price(s) showing any and all materials, travel, and labor, name, phone number and email address of a point of contact, business size, and payment terms. The quote shall explicitly confirm that the quoter can meet all of the technical

The Government intends to award a Firm Fixed Price (FFP) Purchase Order contract to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors in the solicitation. The Government intends to evaluate quotes and award a contract based on initial submissions. Accordingly, the quoter should submit its most favorable terms from a performance approach, past performance, socioeconomic, and price standpoint. The Government reserves the right to award a contract to other than the lowest priced quoter or other than the highest technically rated quoter; award a contract without discussions; or award a contract after discussions, whichever is in the best interest of the Government.

For the non-price evaluation, Performance Approach and Past Performance are of equal importance. Performance Approach and Past Performance are each considered significantly more important than Socio-Economic Plan. A rating of LESS than Acceptable for the Performance Approach and/or the Socio-Economic Plan means the quote is ineligible for award, and the quote will not be further evaluated. This requirement will be awarded as a single Firm-Fixed-Price (FFP) contract. A pricing spreadsheet is included in the solicitation attachments for informational purposes only to assist with quote preparation; this is not a Level of Effort (LOE) requirement.
