AI Contract Overview
The Experiments, Prototypes, Research, and Evaluation Supporting Systems (EXPRESS) program is a Hybrid Advanced Research Announcement issued by the Air Force Research Laboratory Materials and Manufacturing Directorate. The initiative seeks to provide experimentation, evaluation, and assessment of structural materials and processes for Air Force and Space Force applications, specifically targeting propulsion, space, and hypersonics. The program focuses on developing high-temperature, lightweight, and multifunctional materials, including ceramics, polymer matrix composites, and metallic materials, to meet validated system requirements and enhance national defense capabilities. The overall program is estimated at 400 million dollars, with awards anticipated through Cost Plus Fixed Fee, Firm Fixed Price, or Other Transaction agreements. The solicitation process involves a hybrid approach of open research announcements and specific closed calls, such as Call 001 which focuses on nuclear, electromagnetic, and laser survivability. Proposals are evaluated based on a best-value trade-off, prioritizing technical merit—including the soundness of the approach and transition potential—over cost. Contractors are subject to rigorous security requirements, including Top Secret clearances for certain efforts and strict adherence to Controlled Unclassified Information and Operations Security protocols. Deliverables primarily consist of scientific and technical reports and functional prototypes, with a strong emphasis on providing the government with unlimited data rights. Performance is managed through a structured delivery schedule and the use of the Wide Area Workflow system for invoicing.
