Expression of Interest - Recreation & Culture Infrastructure

The City of Humboldt is seeking expressions of interest from qualified organizations, consultants, and multidisciplinary teams to contribute to Rec-Create Humboldt, a long-term initiative aimed at shaping the future of recreation, sport, wellness, arts, and culture in the region. This effort focuses on developing transformative, multi-use infrastructure that aligns with community needs, supports regional growth, and ensures long-term sustainability. Rather than a competitive procurement, this is an exploratory engagement designed to gather innovative ideas, strategic insights, and proven experience in facility planning, governance, project delivery, funding, operations, sustainability, and community engagement. Organizations with relevant expertise are encouraged to participate in an open dialogue that will inform the City’s future planning, project readiness, and eventual procurement process. Submissions are due by August 27, 2026, at 2:00 p.m. CST, following the release of the Expression of Interest on July 30, 2026. Interested parties should refer to the Rec-Create Humboldt Project Prospectus & Expression of Interest for detailed background and submission guidance. All questions must be submitted in writing to the designated email address. The initiative is managed by the City of Humboldt under the Saskatchewan Public Sector, with Michael Ulriksen serving as the primary point of contact. This process is non-competitive and does not constitute a formal request for proposals, emphasizing collaboration and idea-sharing to build a shared vision for the region’s cultural and recreational future.
