Request for White Papers: Advanced Test and Logistics Support Services (ATLSS)

The Department of the Air Force is soliciting whitepapers under an Other Transaction Agreement (OTA) authorized by 10 U.S.C. § 4022 to develop and demonstrate a centralized, agile, and highly responsive Business Process Prototype for the 704th Test Group. This initiative, titled Advanced Test and Logistics Support Services (ATLSS), centers on creating an Online Workflow Management System (OWMS) portal accessible via AFNET, with a planned transition to a PKI/CAC enabled, FEDRAMP-certified IL5 enclave. The prototype must enable automated triage, routing, unique ID tracking, and funds authorization while achieving 99% system uptime and 100% compliance with CMMC Level 2 standards and NIST SP 800-171 for the protection of Controlled Unclassified Information. The performer must also deliver end-to-end logistics and test support, including rapid procurement of metals, specialized instrumentation, and GPS/PNT equipment; repair and maintenance of industrial machinery such as CNC machines, lathes, and Shuttlelift cranes; secure door-to-door shipment of sensitive items like electronic warfare jammers and Directed Energy equipment to CONUS and OCONUS locations—specifically Australia and New Zealand—with 98% on-time delivery and 100% compliance with ITAR and export regulations; and rapid deployment of emergency infrastructure such as portable generators and HVAC units within 48–72 hours of notification. Intellectual property rights are tightly defined, with the government requiring Government Purpose Rights to the OWMS database structure and transactional schemas, and unrestricted rights to all historical procurement data, including raw CSV exports on demand. Eligibility is restricted to entities that can certify compliance with at least one of three statutory conditions under 10 U.S.C. § 4022(d): significant participation by a nontraditional defense contractor or nonprofit research institution, exclusive involvement of small businesses or nontraditional contractors, or non-federal funding covering at least one-third of the project cost. Proposals must be submitted electronically as a single PDF no longer than 20 pages, excluding cost submissions and certifications, by 18:00 ET on 10 August 2026, and must include firm, fully priced milestones without optional or unpriced elements. Evaluation will focus on technical merit, capability to execute across all service domains, cost realism, and cybersecurity compliance, with performance measured against detailed Acceptable Quality Levels for each objective area.
