This solicitation, issued by the San Francisco Department of Emergency Management under the Bay Area Urban Area Security Initiative (UASI), seeks to establish a Prequalified Pool of suppliers for Prevention, Preparedness, and Resilience Planning and Technology Services across the Bay Area UASI region. Initially released in October 2021, the Request for Qualifications (RFQ 21-01) was designed to identify qualified contractors capable of providing a wide range of technology and emergency management services, including terrorism prevention, cyber readiness, public safety enhancements, and community resilience efforts. The prequalified pool enables the City to award as-needed contracts over a two-year base period, with extensions possible through December 21, 2025, as confirmed by subsequent addenda. The contract scope aligns with federal and state emergency management frameworks and FEMA’s National Preparedness Goal, emphasizing coordination of regional security initiatives, cyber resilience, response and recovery planning, and accessibility considerations such as services for populations with functional needs and disability planning. The RFQ process includes comprehensive submission requirements covering proposer qualifications, project history, staff expertise, and compliance with San Francisco’s labor ordinances and social policy mandates (e.g., Health Care Accountability Ordinance, Minimum Compensation Ordinance, and non-discrimination provisions). Evaluation is based on a points system primarily weighted toward firm qualifications and staff capabilities, with proposers required to submit detailed past project descriptions for each service category they seek to qualify for. Contract terms follow the City’s standard agreement templates, incorporating federal grant compliance provisions under 2 CFR Part 200, including audit rights, performance standards, and termination clauses. Amendments to the RFQ, issued as Addenda, extended deadlines and updated service category details to reflect evolving priorities. The solicitation explicitly requires proposers to submit signed copies of addenda and to comply with all contractual, administrative, and federal reporting obligations. Overall, the contract framework fosters a qualified, responsive vendor pool capable of supporting multifaceted emergency management efforts at the regional level while ensuring adherence to local regulatory and labor standards, as well as federal grant requirements.
