RFP for Contract No. CS-188: As-Needed Twin Peaks Tunnel Inspection and Engineering Services The San Francisco Municipal Transportation Agency (SFMTA) is issuing this Request for Proposals (RFP) to obtain proposals from qualified consultants (Proposers or Consultant Teams) to provide tunnel inspection and engineering services for the Twin Peaks Tunnel on an as-needed basis. The selected Consultant Team, either by direct assignment of its own personnel or through Subconsultants, must be able to perform tunnel inspections and provide professional engineering services to support implementation repairs and mitigations. This RFP is for an as-needed professional service single-project Contract pursuant to Administrative Code Section 6.43(a) and (b)(2). No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. The intent of the professional services contract is to enable the SFMTA to obtain technical assistance from the selected Consultant Team on an as-needed basis. Services under the Contract will be ordered through individual service orders or task orders issued during the contract term, in accordance with the task order process described in the Sample Agreement (Appendix B) of the RFP. The SFMTA expects to award a contract to the Proposer that meets the Minimum Qualifications of this RFP, whose Proposal receives the highest-ranking score. Responsive Proposals will be evaluated by a panel (Selection Committee) consisting of one or more individuals with expertise related to the services being procured through this RFP. The Selection Committee may include staff from various City departments. Proposals will be evaluated based on the criteria outlined herein. Proposers will be ranked starting with the Proposer receiving the highest score, continuing with the Proposer receiving the second highest score, and so on. A contract awarded pursuant to this RFP shall have a not to exceed amount of $6,000,000 with an original term of six years. The SFMTA encourages all prospective Proposers and Subconsultants to attend a virtual Pre-Proposal Conference via Microsoft Teams on October 5, 2026 at 10:00 AM. Proposers may register for the Pre-Proposal Conference following the instructions in Section I.F of the RFP. Proposals will not be accepted through the City and County of San Francisco's Supplier Portal website. Late submissions will not be accepted. The Contract Compliance Office has established a 10% SBE participation goal for this contract, as discussed in Section X.S of the RFP. This work performed under the Contract will be funded in part by grants from the Federal Transit Administration. In accordance with those grants, this RFP, the Agreement, and task orders issued under the Agreement are subject to and incorporate federal contract requirements and forms. Proposers are required to meet the federal contract requirements set out in Appendix B of the RFP, and any additional federal contract requirements included in specific task orders.
