External Program Evaluator

The Mississippi State Department of Health is seeking an External Program Evaluator for the Mississippi WISEWOMAN Program, a CDC-supported initiative designed to reduce cardiovascular disease risk among low-income, underserved, and under- or uninsured women. The selected contractor will be responsible for developing and executing evaluation plans, creating comprehensive evaluation tools, and disseminating findings to support continuous quality improvement and service delivery enhancements. Key deliverables include a final evaluation plan and logic model within 30 days of start, monthly dashboard refreshes, quarterly data briefs with stakeholder presentations, and an annual evaluation report. The scope emphasizes a mixed-methods design to assess implementation fidelity, outcomes, and health disparities related to geography, race, ethnicity, and insurance status, all while maintaining strict HIPAA and 2 CFR 200 compliance. This is a firm-fixed-price contract with a yearly rate of 50,000 dollars for an initial term of 2.5 years, tentatively running from December 1, 2026, to November 30, 2028. The agency maintains the option to renew the contract for up to three additional years, not to exceed a total cumulative term of five years. Payment is tied to the acceptance of specific milestones: 20 percent upon the Evaluation Plan, 40 percent prorated across Quarterly Briefs, and 40 percent upon completion of the Annual Report and dashboard. Award decisions are based on a 100-point scoring system evaluating cost, technical rigor, and management capabilities, with a heavy focus on the evaluator's ability to align KPIs with CDC measures and implement robust data governance.
