The U.S. Fish and Wildlife Service plans to award a contract to Pterylae Systems for ongoing support and enhancement of the Cumulative Effects Tool (CET), a specialized software running within ArcMap used to automate complex spatial analyses related to eagle mortality and its impact on eagle populations. Pterylae Systems, which originally developed the programming code for the tool, possesses an in-depth understanding of both the Service’s operational needs and the internal workings of the CET, making them uniquely qualified for this work. The contract involves providing technical services to maintain and update this analytical tool, which plays a critical role in the agency’s efforts to assess environmental impacts. This procurement will be conducted as a sole-source negotiation under the authority of FAR 13.106-1(b), but other interested and capable vendors may express their interest within fifteen days of the announcement’s publication. The government will consider any proposals received during this period to determine whether to proceed with a competitive process, though it retains full discretion to award the contract solely to Pterylae Systems. The contract falls under the NAICS code 541511, covering custom computer programming services, and originates from the Department of the Interior’s Fish and Wildlife Service headquarters in Falls Church, Virginia. Sarah DeLawder serves as the point of contact for this solicitation.
