INTRODUCTION

The Federal Aviation Administration (FAA)'s Air Traffic Organization (ATO), Power Services Group (PSG) is conducting a Market Survey to ascertain current market conditions and vendor capabilities for a follow-on requirement for supply, replacement, and repair of battery systems at FAA National Air Space (NAS) facilities located in the United States and its territories.

BACKGROUND

The FAA’s PSG requires Commercial-off-the-Shelf (COTS) battery systems and services to support NAS facility backup power requirements. The battery systems, equipment, and accessories must consist of COTS/Non-Developmental Items (NDI) conforming to requirements as described or as noted Attachment J.02, Battery System Equipment Characteristics.

A Draft SOW and Draft specification are attached to this market survey outlining requirements with significantly more detail. Vendors are strongly encouraged to review the attachments for the best understanding of the FAA's requirements. The requirement is anticipated to be a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, consisting of a one (1) year base period and four (4) one-year option periods. The anticipated period of performance is subject to change at the FAA’s discretion.

CAPABILITY STATEMENT:

In order to make the best determination, the FAA requires interested vendors to fill out Appendix A, Capability Form

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 335911, with a size standard of 1,250 employees. If you believe that another NAICS code is more appropriate to the work specified in this market survey, include supporting justification with your alternate NAICS code. Suggestion of an alternate NAICS code does not require that the work be set aside or solicited under that alternative code.

NATURE OF COMPETITION

This Market Survey is conducted, in part,  to determine whether adequate competition exists to set aside the competition among qualified small businesses, as certified by the Small Business Administration (SBA), that meet the applicable size standards for this procurement as specified above. With that said, this Market Survey is intended to seek information from interested vendors of all sizes and types. The acquisition strategy and the nature of this procurement has yet to be determined. The FAA may decide to do an unrestricted competition or a full or partial set-aside.

GENERAL

This Market Survey announcement is not a Request for Proposal (RFP) of any kind. This survey is for informational and planning purposes only. This notice should not be construed as a commitment of any type by the Government to take or not to take any action. The responses to this Market Survey will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information that is appropriately marked will be protected in accordance with the FOIA. Responses will not be returned. If a solicitation is issued, it will be announced on the https://sam.gov website. It is the prospective Offeror's responsibility to monitor this site for the release of any such solicitation.

Acquisition Support Services Contract (ASSC) for all FAA Acquisition and Contracting Organizations
Solicitation # 6973GH-25-SS-00002
The FAA is seeking to consolidate its acquisition support services under a single decentralized ordering contract titled the Acquisition Support Services Contract (ASSC) for all FAA Acquisition and Contracting Organizations, with solicitation number 6973GH-25-SS-00002. This contract will provide qualified personnel to support six AAQ divisions—AAQ-200, 300, 400, 500, 600, and 700—with skills equivalent to OPM 1102, 0500, and 0343 series civil service roles ranging from GS-5 to GS-14, performing non-personal services such as contract specialist duties, financial management, and contract administration. The anticipated contract structure is a five-year ordering period with Firm Fixed Price (FFP) as the primary pricing mechanism for full-time equivalent personnel, supplemented by a minor Labor Hours (LH) component not exceeding 5% of total contract value to accommodate transitional or surge needs. Performance may be conducted at FAA facilities in Washington D.C., Fort Worth, TX, Atlanta, GA, or remotely, as determined by individual AAQ organizations. The contract explicitly prohibits contractor employees from performing inherently governmental functions such as obligating funds or executing modifications. The FAA is considering a competitive award strategy that prioritizes past performance slightly over price, while also exploring annual adjustments tied to the Total Increase in the General Schedule (GS) salary tables for geographic location, intended to mitigate economic risk without requiring post-award renegotiation. These adjustments would be algorithmically calculated using publicly available OPM data, applied consistently across in-office and remote work locations, to ensure fair and transparent economic balancing throughout the contract term. The FAA is actively seeking industry feedback on this pricing strategy and alternatives that ensure unilateral exercise of all option periods, while also welcoming input on reducing administrative burdens. Proposals, due by October 1, 2026, must include a Project Management Plan with an Integrated Master Schedule and Organization Chart, a detailed Staffing Plan covering recruitment, training, retention, and subcontractor management, and a Quality Control Plan to be submitted within 45 days after award. Invoicing must occur within five or thirty days of month-end, track costs at the CLIN and task level, and be approved by both the Contracting Officer and Contracting Officer Representative, with all deliverables subject to government acceptance and surveillance through file reviews, inspections, and performance metrics. The South Florida Flight Standards District Office (FSDO) Relocation Project, solicitation number 2026FSDO, is a negotiated bid request issued by the Federal Aviation Administration for the procurement, delivery, and installation of a complete Haworth furniture solution. The project involves a 53,174 square foot facility in Plantation, Florida, designed to accommodate 318 personnel. The acquisition will be awarded based on the Lowest Price Technically Acceptable (LPTA) procedure, with no tradeoffs made between technical and price factors. Evaluation criteria include a review of the offeror's project plan, specifically requiring a swing or phasing plan, and an assessment of qualified resources, where the Project Manager and Design Service team must possess at least five years of relevant experience. Contractors must comply with various federal standards, including OSHA, the International Building Code, and the Architectural Barriers Act Accessibility Standard. Additionally, the contract includes stringent security and confidentiality requirements, such as the handling of Controlled Unclassified Information and the potential requirement for personnel to hold active U.S. Government security clearances.
