AI Contract Overview
The contract involves demolition, removal, and restoration activities at two Federal Aviation Administration (FAA) facilities within the Eastern Service Area: the MKL Non-directional Beacon (NDB) in Jackson, Tennessee, and the BWG Very High Frequency Omnidirectional Range (VOR) in Bowling Green, Kentucky. These FAA facilities are no longer in use, prompting the removal of environmental hazards, demolition of certain structures and infrastructure, and subsequent restoration of disturbed sites. Depending on the property's status—leased or government-owned—the FAA will either cancel leases or pursue sale or repurposing after the work is completed. The Contractor is required to submit a draft Demolition, Removal, and Restoration Work Plan within 10 business days following a kickoff meeting with the Volpe Center representatives. This Work Plan must outline the technical approach and schedule for accomplishing demolition, debris removal, disposal, and site restoration in accordance with the contract specifications. This project is offered as a total small business set-aside under NAICS code 238910 and is managed by the John A. Volpe National Transportation Systems Center under the Department of Commerce. Full Description
Under an Interagency Agreement, the John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the Federal Aviation Administration (FAA) Facilities Real Property Disposition program. As part of these efforts, removal/demolition and related activities will be conducted at one Non-directional Beacon (NDB) facility and one Very High Frequency Omnidirectional Range (VOR) facility in the FAA’s Eastern Service Area (ESA).
The demolition and related activities shall be performed at the FAA facilities listed below:
- MKL NDB – Jackson, TN (35.515666°, -88.956996°)
- BWG VOR – Bowling Green, KY (36.928740°, -86.443430°)
The FAA no longer uses the equipment/buildings at the above-listed facilities. If the property is leased and there are no co-located facilities, the FAA will typically cancel the leases after the demolition and restoration activities take place. If the property is government-owned, the FAA will either sell the property or repurpose it for further government use. Prior to relinquishing these properties the FAA plans to remove environmental hazards, demolish or remove certain onsite structures and infrastructure, and restore disturbed areas.
The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement.
Demolition, Remediation/Removal, and Restoration Work Plan
