Fabrication of PIP-II GMPS CAPACITORS

Fermi National Accelerator Laboratory, operating through its contractor Fermi Forward Discovery Group, LLC, is seeking a subcontractor to design, manufacture, test, package, and deliver 700 resonant capacitors for the Booster GMPS Power Supply Girder as part of the Proton Improvement Plan II project, which enables the world’s most intense high-energy neutrino beam for the Deep Underground Neutrino Experiment. The capacitors must fully comply with Technical Specification 0323-ES-282493 REV A, including stringent electrical and mechanical requirements such as capacitance within ±2% at 1 kHz, low Equivalent Series Resistance and Inductance, high-voltage performance exceeding 1 kVrms and energy levels above 1 kJ, and robust construction for long-term operational stability. The work includes delivering 10 first-article units, 260 production units, and 160 spare capacitors with full documentation including test reports, material certifications, and first-article inspection records. All units must be shipped in batches of 50 or fewer, with terminals shorted to prevent charge buildup, and individual units not exceeding 75 lbs. in weight to ensure safe handling. The procurement is structured as a best-value trade-off source selection, where technical merit and past experience fabricating high-voltage, high-energy capacitors are significantly more important than cost, though price remains a key consideration. Offerors must demonstrate at least three completed contracts involving similar capacitors within the past decade, including full contractual details. Proposals must be submitted in two separately bound parts—technical and business/cost—to ensure impartial evaluation.
