The Federal Bureau of Investigation intends to award a sole-source, firm-fixed-price contract to Control Laser Corporation for the procurement of a FALIT TRIO Laser System and integrated workstation. This system is required for high-accuracy laser marking, engraving, and micromachining operations and must feature multi-axis motion control, a Class-1 safety-certified enclosure, and proprietary software. The acquisition is justified under FAR 6.302-1 due to the need for full compatibility with existing Government-owned Control Laser equipment, tooling, and workflows. While this is not a request for competitive quotations, interested sources may submit a capability statement to Contracting Officer Adelle Bolton by September 29, 2026. Submissions must provide clear evidence of the ability to meet all technical and proprietary requirements without compromising performance. The final determination to proceed with a sole-source award or to allow competition remains at the sole discretion of the Government.

Design-Build of a Tier II Mobile Command Post Vehicle (MCPV) Trailer
Solicitation # 15F06726R0000194
The Federal Bureau of Investigation intends to award a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for the design, engineering, manufacturing, integration, testing, and production of Tier II Mobile Command Post Vehicle (MCPV) systems. These systems consist of custom-integrated gooseneck trailer systems and compatible Class 4 prime hauler vehicles designed to support FBI command, control, communications, and computer (C4) operations. The acquisition follows a phased design-build approach, requiring the contractor to produce a production-representative first article for Government approval to establish the production baseline. The Government anticipates ordering approximately thirteen MCPV trailer systems and associated haulers over a period consisting of one base year and four option years, with a maximum contract value not to exceed $15,000,000.00. The award will be based on best value, with non-price factors being significantly more important than price. Technical evaluation focuses on engineering feasibility, design-build execution, and lifecycle support capability, while a mandatory ISO 9001 certification is required for eligibility. The contract includes a guaranteed minimum obligation of $5,000 for the initial kickoff meeting and program planning. Deliverables are subject to rigorous inspection and acceptance criteria, including a Master Requirements Traceability Matrix and first-article testing typically conducted at the contractor's facility. All deliveries are F.o.b. destination, and the contractor must adhere to strict security requirements regarding the protection of Controlled Unclassified Information and law-enforcement-sensitive data.

Performance is centralized at the FBI headquarters with a ZIP code of 20535, and the contract is managed under the Department of Justice through the FBI-JEH office.
