The contract is firm fixed-price, with all pricing to be submitted by offerors in the SF-1449 format, though no unit or total values are pre-filled, indicating that offers will determine the final award amount within a permissible ±3% variation of the stated quantities. Quotations will be evaluated using the Lowest Price Technically Acceptable methodology, where price is the initial screening criterion and only the lowest-priced offer advances to technical and past performance evaluation. Technical acceptability is a pass/fail criterion requiring compliance with all salient characteristics of the specified product, clear identification of brand name or approved equal, submission of descriptive literature supporting equivalence, and availability for delivery within the required timeframe. Past performance is assessed as a final filter, with an unacceptable rating resulting in disqualification. The contract mandates SAM registration, a valid UEI, and self-certification as a small business, with additional socioeconomic certifications applicable but not incentivized. Delivery is F.O.B. destination, with inspection and acceptance occurring on-site by the Government. Special contractual requirements prohibit supplier-imposed restrictions on Government data usage, AI/ML training using Government information, unauthorized audits, and any terms that conflict with federal law. All submissions must be physically delivered to the delivery site, with inquiries directed to Tiffany Timm via email. The award will be made to the lowest-priced offer that is technically acceptable and has acceptable or neutral past performance, with payment processed electronically via EFT through SAM to the administering office in Beltsville,
