The U.S. Coast Guard Surface Forces Logistics Center, IBCT Product Line, is soliciting quotes for the procurement of specific commercial items related to fan coil units and control kits manufactured by Marine Air Systems Inc. The solicitation seeks eight units each of two items: the AU-HV Series fan coil unit (NSN 4120-01-F16-4721) and the CONTROL KIT AH-PASSPORT, I/O (NSN 4120-01-F16-4722), with defined part numbers and delivery requirements. Quotes can be submitted via email or fax by March 23, 2016, with awards expected around March 24, 2016. The procurement will follow simplified acquisition procedures under FAR Part 13.5, and a price-based award will be made. Importantly, the purchase is expected to be made as a non-competitive sole source award, as only Rolls-Royce Marine or authorized distributors can provide the genuine OEM parts and have the necessary technical data. Proposals from other sources must include proof of authorized distributor status from the OEM within two days of the notice. All items must be individually packaged and bar-coded according to Coast Guard specifications, with inspection and acceptance at destination in Baltimore, MD. Substitute parts are not acceptable, and drawings or schematics are not provided by the agency. Offerors must be registered in the System for Award Management (SAM) with valid DUNS numbers, provide their Tax Identification Number (TIN), and comply with several FAR clauses concerning commercial item acquisition, equal opportunity, small business participation, prohibitions on convict and child labor, and restrictions on foreign purchases. The contract requires adherence to strict packaging, delivery, and compliance regulations, with the items intended for use across various Coast Guard vessels.

General Info

Sole source procurement of eight fan coil units and control kits, non-substitutable, must meet strict packaging requirements.
