AI Contract Overview
The solicitation N6264926Q0373 for the FAS-33 Overhaul is a simplified acquisition issued under the Department of Defense, specifically by Navsup Fleet Logistics Center Yokosuka, targeting repair and preservation services for boat FAS-33 at Fleet Activities Sasebo, Japan. The work is to be performed from September 1, 2026, through December 15, 2026, under a firm fixed price arrangement with payment to be made in Japanese yen using the FY26 budget exchange rate of JPY 150.4415 per USD 1.00. The contract requires full compliance with DFARS 252.225-7042, mandating that all offerors either be located in Japan or unambiguously demonstrate legal authorization to conduct business there. Additionally, all offerors must hold an active U.S. Navy Master Support Agreement (MSRA) or Agreement Below Threshold (ABR) in the Japan Region, or commit to executing one prior to job order award, with failure to meet either requirement rendering the proposal ineligible. Proposals must be submitted electronically via email by the deadline of July 22, 2026, and include a signed SF 33, completed provisions 52.204-8, 252.204-7998, and 252.229-7001, along with a proposal breakdown sheet using Japanese yen. Although labeled a Request for Quotation, offerors must treat this as a Request for Proposal, with submission constituting a legally binding offer. The technical scope of work includes detailed repair and preservation tasks for FAS-33, including fabrication and installation of a new aft curtain, replacement of one zinc anode and 55 linear feet of rubber fender, installation of two windshield wiper and motor units, surface preparation and coating to SSPC-SP-17 and SSPC-SP-11 specifications using aluminum oxide abrasive blast media, and full compliance with military standards such as MIL-STD-2003B and MIL-STD-1310H. All work must adhere to specified naval technical documents and drawings. The contractor must maintain a government-acceptable quality management system compliant with NAVSEA Standard Item 009-04 and is subject to periodic and final inspections by designated government representatives.
