AI Contract Overview
The contract solicitation N6264926Q0374 for FAS-34 Overhaul is a simplified acquisition under the Department of Defense, issued by Navsup Flt Logistics Ctr Yokosuka, targeting the repair and preservation of a single 25UB1308 Utility Boat manufactured by METAL SHARK, LLC. Performance is required at the contractor’s yard with delivery and acceptance occurring at Fleet Activities Sasebo, Japan, and the period of performance runs from September 1, 2026, to December 15, 2026. The work includes hull repairs using AL5086 H116 aluminum alloy, underwater preservation via boat bouncing, zinc anode replacement, installation of an aft curtain, front cabin seat, and new windshield wipers and motors, along with electrical disconnection and reinstallation to facilitate preservation. All work must comply with ASTM B928, MIL-PRF-6855, and NAVSEA Standard Item 009-04, and is subject to periodic and final inspections by a government representative identified post-award, with quality management systems required to meet Government standards and the higher-level requirement of FAR 52.246-11. The contract is subject to stringent compliance with DFARS 252.225-7042, requiring all offerors to be authorized to operate in Japan, and unless already possessing an active U.S. Navy MSRA or ABR agreement in the Japan Region, they must agree to execute such an agreement prior to award. Contractors located outside Japan must unambiguously demonstrate compliance with these geographic requirements; failure to meet this, or any other pass/fail gate—including quoting all items in the solicitation—disqualifies the proposal regardless of price. Award will be made on a lowest total priced basis under a lowest price technically acceptable methodology. Payment is mandatory through electronic funds transfer, with a JPY735 transaction fee deducted by Bank of America, and all invoices must be submitted via WAWF using the Invoice 2in1 format. Contractors must also comply with 29 CFR 1915 shipyard safety standards, extend commercial warranties per NAVSEA guidelines, adhere to U.S. security and OPSEC requirements including HSPD-12 and Executive Order 13467, and ensure employees meet citizenship or residency criteria based on their duties. All offerors must be registered in
