AI Contract Overview
The contract for FCI El Reno FY26 4th Qtr Milk requires the supply of pasteurized whole milk in two formats: half-pint containers (236.6 ml) in either aseptic packaging or plastic bottles, and five-gallon containers for milk dispensers, all conforming to the definition and standard of identity under 21 CFR §131.110 and produced under conventional agricultural practices. All deliveries must be palletized and transported in vehicles capable of offloading onto a four-foot elevated dock. Non-frozen milk must be maintained between 34°F and 40°F during transit, while frozen products must remain at or below 0°F; any indication of prior thawing results in immediate refusal. Deliveries are accepted only on Tuesdays between 7:00 a.m. and 2:00 p.m., excluding federal holidays, with no appointments required. Strict adherence to delivery schedules is mandatory; failure to meet deadlines or specifications constitutes non-conformance and may result in contract cancellation. Items will undergo rigorous inspection, including potential thawing and cooking tests, and any non-compliant goods conditionally accepted must be retrieved by the vendor at their own expense within two weeks of notification—failure to do so leads to disposal. Vendors who repeatedly fail to comply will be permanently barred from future awards. The contract is a Firm Fixed Price award with a performance period from July 6, 2026, through September 29, 2026, covering 30,000 half-pints and 6,500 five-gallon units. All offerors must be registered in SAM with a valid UEI, complete annual representations via SAM.gov or submit full paper certifications, and comply with DOJ-specific privacy requirements, including mandatory RIM training for all personnel handling PII, adherence to DOJ Order 0904, signing of NDAs and IT Rules of Behavior, and obtaining an ATO for any IT systems used in contract performance. Subcontracting activities require prior approval, and all employees must complete separation checklists upon termination. Offers must be submitted electronically by June 16, 2026, at 4:00 p.m. Central Time to n2long@bop.gov, using the exact units of issue and specifications listed, with specific form blocks completed. The contracting officer is Nathaniel Long, and the acquiring agency is the Federal Bureau of Prisons under the Department of Justice.
