AI Contract Overview
The Bureau of Prisons, under the Department of Justice, is conducting market research to identify qualified small business providers of natural gas services for the Federal Correctional Institution in Leavenworth, Kansas, with the intended contract period running from October 1, 2026, through September 30, 2027. This solicitation is a sources-sought announcement under NAICS code 221210 and is structured as a total small business set-aside, meaning only small businesses are eligible to respond. Respondents must complete and submit a market research questionnaire by 3:00 p.m. Central Time on May 14, 2026, via email to Kathleen Wood at kwoodl@bop.gov. The questionnaire gathers information on business capability, size eligibility under the SBA’s 1,000-employee threshold, participation in small business programs such as 8(a), WOSB, VOSB, or SDVOSB, subcontracting intentions, pricing stability, response time, regulatory compliance, and, critically, the inclusion of a valid Unique Entity Identifier (UEI) from SAM.gov. Compliance with FAR 52.204-7 is mandatory; all respondents must be registered in the System for Award Management with an active UEI to be considered for any future award, and failure to do so will eliminate eligibility. The place of performance is firmly established at 1300 Metropolitan Ave., Leavenworth, KS 66048, with service requirements focused on continuous, reliable natural gas delivery consistent with federal facility needs and applicable utility regulations. While no formal contract value, pricing structure, evaluation criteria, or award methodology have been defined at this stage, the responses collected will inform the development of a future solicitation likely to be structured as a firm-fixed-price contract. No packaging, inspection criteria, invoicing details, or payment office information are specified because this is a pre-solicitation activity; all contract administration elements remain provisional pending the outcome of the market research and subsequent formal procurement.
