The U.S. Food and Drug Administration is seeking a contractor to provide 25 covered parking spaces within one single facility located no more than 0.4 miles from the Hubert H. Humphrey Building at 200 Independence Ave S.W., Washington, D.C., for exclusive use by agency executives. These spaces must accommodate standard-sized vehicles and include ADA-accessible parking available for general use. The facility must ensure 24/7 electronic access via key cards or permits, with up to ten replacement cards provided annually, and must feature adequate lighting, secure entry and exit controls, and on-site staff presence during normal business hours. The contract is structured as a firm-fixed-price purchase order with a base year running from September 1, 2026, to August 31, 2027, and includes four option years extending through August 31, 2031, with monthly service delivery not exceeding 12 months per year. The contractor must supply 25 new access cards at award and additional replacements as needed in future years. The acquisition is conducted as a Request for Quotation under part 12 of the Federal Acquisition Regulation as a commercial services procurement using the Lowest Price Technically Acceptable source selection method. Offers must meet four mandatory pass/fail technical criteria—location, availability, 24/7 access, and security—and failure to satisfy any one will render the proposal ineligible. Proposals must be submitted electronically in two separate volumes: a technical quotation limited to 25 pages with detailed evidence of compliance and a business/price quotation including the required Pricing Worksheet, both sent via email to Amanda Edger by 10:00 AM Eastern time on June 15, 2026. All submissions must follow strict formatting guidelines including Calibri 11-point font, single spacing, and one-inch margins. Invoicing must be submitted electronically through the Treasury’s Invoice Processing Platform and must include itemized cost details, an invoice log addendum showing cumulative payments, and certifications from both the Government and the Contractor confirming service acceptance and accurate labor charges. The contractor is responsible for remediation of any non-compliance with accessibility standards at its own expense and must comply with all applicable FAR and HHSAR provisions, including disclosure requirements and information technology accessibility.
