AI Contract Overview
The Federal Deposit Insurance Corporation (FDIC) has issued a solicitation (CORHQ-26-Q-0092) for the renewal of the INS-PI YouDesign software subscription maintenance, including the core software and the UPMX Extension Pack, which enhances data governance within the ServiceNow platform. The contract period of performance starts on June 21, 2026, with a base year extending to June 20, 2027, and includes four option years through June 20, 2031. Deliverables encompass annual licenses covering one production and unlimited non-production instances, with all software subscriptions and maintenance services subject to inspection, acceptance, and performance requirements specified under various federal clauses incorporated by reference. The place of performance and delivery is the FDIC Division of Information Technology Distribution Center in Arlington, Virginia, with non-tangible items submitted electronically. Proposals must strictly adhere to FDIC’s general proposal instructions and be submitted via email by May 21, 2026. The award will be made on a Lowest Price Technically Acceptable (LPTA) basis, ensuring responsiveness and technical adequacy, though detailed evaluation factors beyond LPTA were not disclosed. The contract includes standard FDIC and FAR clauses addressing prohibitions on certain vendors and equipment, whistleblower rights, fraud hotline provisions, prompt payment, and termination conditions. Invoicing is processed electronically through the Treasury’s Invoice Processing Platform (IPP), requiring active SAM registration and submission to the FDIC invoice email. While pricing details were not provided, the contract appears to follow a firm-fixed-price structure. There are no special contract requirements or packaging standards explicitly detailed. Point of contact for questions and submissions is Tammy Mattox, with oversight managed by Han Park. The solicitation mandates inclusion of certifications, reseller agreements, and relevant terms like EULAs in proposal submissions.
