The Office of Personnel Management announces award of the Federal Human Resources Information Technology Modernization project to deliver an integrated, cloud-based Human Capital Management (HCM) solution that can meet operational and regulatory needs. The required solution will provide end-to-end HR lifecycle support within OPM, including but not limited to: 


  • Core HR and personnel action processing 


  • Payroll and benefits integration and audit-ready reporting 


  • Time and attendance tracking 


  • Talent acquisition and performance management 


  • Compliance with federal-specific requirements, including Title 5, electronic SF-52 routing, and audit trails. 


The solution will be fully interoperable with existing federal IT systems and must be compliant with FISMA, FedRAMP, and other applicable standards.  The Core HCM platform will be adaptive and scalable to include multi-tenant capabilities, role-based workflows, and will absorb diverse agency systems.  Phases of this effort include Core Implementation (expected to be completed in Fall 2026), Agency Transition, and Licensing & Sustainment. 


This is a Firm, Fixed Price Indefinite Delivery Indefinite Quantity single award contract with a ten year ordering period.  


This competitive procurement was evaluated on a trade off basis, with awardee selected based upon the best value for the Office of Personnel Management.
