Parks and Recreation Master Plan and Recreation Impact Fee Methodology
Solicitation # 26-22
Walton County is soliciting proposals from qualified consultants to develop a comprehensive Parks and Recreation Master Plan and a corresponding Recreation Impact Fee methodology. The Master Plan will establish a twenty-year framework for the acquisition, development, and management of parks, trails, and open spaces across four planning areas: North, North Central, South Central, and South. Key deliverables include a SWOT analysis of the current system, short- and long-range management plans, a 20-year optimization plan with financial forecasts, and an evaluation of staffing needs. The Recreation Impact Fee methodology must be delivered as a separately identifiable work product and will include a statutory legal analysis and a fee structure based on the needs identified in the Master Plan. The anticipated contract term is twelve to eighteen months. Proposers must demonstrate significant experience, having completed at least three comparable master planning engagements for local governments within the last seven years, and must possess specialized expertise in impact fee methodology. Proposals are evaluated based on Qualifications and Relevant Experience (35 points), Project Team and Key Personnel (25 points), and Technical Approach and Work Plan (40 points). Fee proposals are not submitted with the initial response; instead, the County will negotiate the scope and fee with the highest-ranked proposer.
