Fencing Repair Services

The County of Orange, Sheriff-Coroner is soliciting bids for as-needed fencing repair, maintenance, adjustment, replacement, and installation services at multiple facilities across Orange County, including jails and remote communication sites. The scope covers various fencing types such as chain link, barbed wire, razor wire, security mesh, and gates, with all work required to be performed in a workmanlike manner, in compliance with OSHA, California Labor Code, and other applicable state and federal regulations. Contractors must use commercial-grade materials meeting OEM specifications and ensure daily cleanup and proper waste disposal. Emergency response is mandatory 24/7/365 with a one-hour response time and two-hour on-site arrival requirement. All personnel must undergo comprehensive background screening, renewed every two years, and adhere to strict security protocols including identification badges, escorted movement, tool control, and no contact with inmates. Unauthorized access, possession of contraband, or violation of conduct rules may result in immediate removal and potential detention. The contract is structured as a three-year term with an option for two additional years, operates on an as-needed basis with no fixed delivery schedule, and is awarded on a Lowest Price Technically Acceptable basis, where price is the primary factor after technical pass/fail criteria are met. Bidders must be responsible, with satisfactory past performance and valid references, and may receive a 5% or 8% price preference if certified as an Orange County Local Small Business or Disabled Veteran Business Enterprise. Contractors must submit detailed safety documentation, including Safety Data Sheets and an Injury and Illness Prevention Program, maintain required state licenses such as a C-13 Fencing Contractor License, and avoid any conflict of interest, including the employment of County staff. All invoices must reference the contract number 060-3089802-MB and be submitted electronically or via standard mail to the Sheriff-Coroner Accounts Payable office, with payment processed via Electronic Funds Transfer.
