The City of Camilla is issuing a request for competitive proposals from Certified Public Accountants to perform financial and compliance audits for the city's fiscal operations. The scope encompasses independent audits in accordance with Generally Accepted Accounting Principles (GAAP), Government Auditing Standards (GAGAS), and the Uniform Guidance, with the goal of providing an opinion on the city's financial statements, internal controls, and federal compliance. The contract is anticipated to cover fiscal years ending September 30, 2025, and 2026, with an option for annual renewal. Proposals must be submitted by December 15, 2025, either via mail or hand delivery to the specified addresses, and should include detailed approaches, qualifications, and cost information. The city emphasizes the importance of experienced, qualified personnel, and adherence to applicable standards, with final acceptance contingent upon approval by the Georgia Department of Audits and Accounts. The procurement process involves evaluation based on multiple factors, including price, experience with governmental audits, knowledge of relevant standards and Georgia law, personnel qualifications, and added value services. While no specific weighting or scoring system is detailed, the city retains discretion to select the most advantageous proposal that best serves its interests. Proposal submissions must include a comprehensive work plan, references, and evidence of membership in the AICPA’s Audit Quality Center, with all documentation retained for at least five years post-audit. The contract clauses are primarily municipally drafted, covering insurance, indemnification, conflict of interest, and compliance requirements, but do not reference FAR clauses explicitly. Deliverables include final audit reports, management letters, and completed questionnaires, with deadlines set for draft and final reports in alignment with state agency requirements. The city reserves the right to reject any or all proposals that are non-responsive or incomplete and emphasizes equal opportunity and nondiscrimination throughout the process.
