Johnston Community College is soliciting proposals for professional financial audit services under solicitation number 104-202627001. The selected contractor will be responsible for planning and performing a financial audit to ensure financial statements are free of material misstatement due to error or fraud. The scope includes assessing risk, evaluating internal controls, and reviewing compliance with laws, regulations, and grant agreements. Key deliverables include an Independent Auditor's Report, Government Auditing Standards Reports, a Management Letter, and a final electronic audit report. All work must be conducted in accordance with US GAAP and, if combined federal and state assistance exceeds 750,000 dollars, the Government Auditing Standards issued by the Comptroller General of the United States. The performance window is strictly defined from September 20, 2027, to November 15, 2027, with final completion and issuance of all reports required by the latter date. Proposals must be submitted electronically via the electronic Vendor Portal by November 10, 2027, as two separate volumes: a Technical Proposal and a Cost Proposal. Qualified vendors must be registered in good standing with the North Carolina Secretary of State and provide certifications regarding financial stability, non-collusion, and fair employment. Evaluation will be conducted via narrative and consensus by a committee, considering the qualifications of key personnel including the engagement partner and manager. Invoicing is to be submitted electronically on a monthly basis, with the possibility of billing up to 75 percent of the total fee prior to submission.
