RFP - AUDIT SERVICES FOR TRANSIENT OCCUPANCY TAX (TOT)

The County of San Diego, specifically the Department of Treasurer-Tax Collector, is soliciting proposals under RFP 13289 for professional audit services related to the Transient Occupancy Tax (TOT). The selected contractor must be a Certified Public Accountant (CPA) licensed in California with at least five years of experience performing financial audits according to AICPA attestation standards. The scope of work requires the performance of audits that include on-site field visits to review original records and the provision of monthly updates to management. All services must adhere to AICPA generally accepted auditing standards, the 2011 Revision of Government Auditing Standards (GAO), and OMB Circular A-133. Award will be based on the best value, evaluating organizational capability, experience, financial stability, and contract compliance. A 15 percent price preference is available for qualified Small-Local Businesses. The contract includes strict compliance requirements regarding the use of artificial intelligence, drug and alcohol policies, and criminal background checks under the Fair Chance Ordinance. Invoicing is conducted monthly with a 30-day payment term following the receipt of substantiated documentation. The contractor is also obligated to maintain strict confidentiality of trade and County information and must comply with ADA and non-discrimination regulations. Performance requires the maintenance of accounting records within San Diego County.
