Financial Investigative System (FIS) Software

The Bureau of the Public Debt, on behalf of the Alcohol, Tobacco, Tax and Trade Bureau (TTB) intends to award an order to Actionable Intelligence Technologies, Inc. for Financial Investigations Systems (FIS) Software. Actionable Intelligence Technologies, Inc. is the sole provider of Financial Investigations Systems (FIS) Software. Financial Investigations Systems (FIS) Software is proprietary to Actionable Intelligence Technologies, Inc. and they have no resellers/distributors for this product. Financial Investigations Systems (FIS) Software allows TTB employees to have instant decision making abilities with near perfect reconciliation of bank records with display of information in different formats according to the needs of the case utilizing tables, graphs and charts. FISTM provides a common database format for financial transaction data, case management information, and information on organizations and individuals. FIS performs algorithms and analytics developed by the core group on the data and supplies customizeable data reports. Financial Investigations System (FIS) can scan paper records subpoenaed from financial institutions and automatically parse the information into a master investigative database. Once the data is populated into the master investigative database, the spreadsheet format used by different personnel to perform financial investigations can be automatically generated. Comprehensive data analysis functions can be performed on all records entered into the system including the following features: integrates scanning, OCR, parsing and database functions to vastly improve data input efficiency; a missing document list can be generated indicating all documents that have not been received in accordance with the subpoena; money laundering methodologies can be automatically identified; graphic visualization of account transactional behavior can be automatically displayed; and chart functions showing the linkage between individual transactions, related accounts and related entities can be automatically displayed with associated information including flow of funds, number of items, corresponding financial institutions, etc. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM ET on July 15, 2013. Responses shall be submitted to PSB3@bpd.treas.gov; Attention: GHuffman / BWatson. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Actionable Intellince Technologies, Inc. product mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
