The Great Plains Area Indian Health Service intends to award a sole source, firm fixed-price, non-personal healthcare service contract to Massachusetts General Hospital for academic teaching services for internal medicine providers at the Rosebud Service Unit. The contract includes a one-year base period with four optional one-year extensions and has a total estimated value of less than 7 million dollars. This partnership aims to provide full-time on-site internal medicine physicians who offer direct inpatient and outpatient patient care while providing professional oversight and mentorship for medical students and residents. Beyond clinical coverage, the academic institution is responsible for coordinating resident rotations and providing continuing medical education to permanent clinicians. The provider may also fill critical medical staff administrative roles, such as committee chairs, during periods of low staffing. This sole source action is justified under FAR 6.302-1, as market research indicated that no other vendors possess the necessary academic affiliations to meet the agency's specific requirements for integrated teaching and clinical services in a rural health setting.

Full Description

The Great Plains Area Indian Health Service hereby submits a notice of intent to award a sole source, Firm Fixed-Price, Non-Personal Healthcare Service contract for Academic Teaching Services for Internal Medicine Providers to Massachusetts General Hospital, Boston, MA., a large business. The period of performance will be for one (1) year from the Date of Award with four (4), one (1) year option periods. The acquisition is to provide Physician services through academic teaching services. An academic institution provides more than just provider coverage in the outpatient and inpatient setting such as other locum contracts. The academic institution is responsible for making arrangements with medical students and residents to participate clinically at Rosebud Service Unit. The academic institution provides full time on site internal medicine physicians who are able to see our patients in the above settings, and also provide academic professional oversight with mentorship of residents and students. The setting of Rosebud Service Unit provides the medical students and residents with a unique rural health learning experience which is an opportunity not available in urban settings. Academic partners also serve in the capacity of providing continuing medical education to our permanent clinicians and help serve in medical staff capacities such as chairs of hospital committees during times of low staffing which also is not provided by other locum contracts. The coordination of resident rotations, learning sessions and medical staff administrative support responsibilities are documented by other professional services offered and are in addition to direct patient care services (outpatient/inpatient clinical care coverage). This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and is based on the market research that was conducted and resulted in no vendors having an academic affiliation with academic teaching services to provide internal Medicine teaching services through Academic teaching. The total estimated value is less than $7,000,000.00. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of our agency standardization. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. Questions or comments to this Notice of Intent should be directed to Nichole Lerew, Supervisory Contract Specialist at contact@example.gov via e-mail only (phone calls/voice mail messages regarding questions will not be accepted and will not receive a response). Please indicate in the subject of your email: Notice of Intent Question Submission - 45208-22-466, Massachusetts General Hospital.
