The Naval Surface Warfare Center Panama City is seeking proposals from firms to enter into a Bailment Agreement to establish and operate an Environmental Test Laboratory using government-owned test equipment. The agreement involves relocating and operating various specialized environmental test equipment, valued collectively at over two million dollars, at a secure, climate-controlled facility preferably within 20 miles of NSWC Panama City. The Bailee will be responsible for equipment maintenance, operation under ISO 9001 compliant procedures, safeguarding classified materials up to SECRET level, and providing independent testing services. While the equipment remains government property, the Bailee may utilize it for commercial ventures and provide services to both government and private clients, with certain priority provisions for Navy testing requests, including emergency support requirements. Proposals will be evaluated on the Bailee’s expertise, adequacy and readiness of facilities, projected equipment usage, and proximity to NSWC PC, with the first three factors having the greatest weight. The agreement term is initially five years with options to extend and includes terms for termination, liability, and cost responsibilities, with the Bailee bearing transportation and setup costs. A site visit is scheduled for interested parties to inspect the equipment prior to submitting their proposals. The Government will not pay for the Bailment itself but may contract separately for specific test services, with preferential discounted rates for Navy projects. Compliance with security, maintenance, and operational standards along with proper documentation and testing report validation by a licensed professional engineer are required.
