First Aid Re-Certification Training

The Royal Canadian Mounted Police (RCMP) is seeking a contractor to deliver re-certification training in Standard First Aid (SFA), Cardio Pulmonary Resuscitation (CPR-C), and Automated External Defibrillator (AED) to its members through a blended learning model, combining self-paced online theory with in-person practical sessions conducted by RCMP instructors at the Pacific Region Training Centre in Chilliwack, British Columbia. This requirement is strictly for re-certification every three years and excludes the initial 16-hour Standard First Aid course. The contractor must develop and maintain a compliant online training platform that meets CSA Z1210-17 and applicable WorkSafeBC protocols, support technical inquiries during Pacific Time business hours with defined response timelines, and provide quarterly administrative reports. The contractor is also required to facilitate up to two instructor trainer certification sessions annually, training a maximum of two RCMP personnel each time to deliver the practical component. All training materials, including hard copy and electronic manuals, must be supplied as specified, with customs duties included in the firm unit pricing but applicable taxes billed separately. The contract has a two-year initial term with an irrevocable option for two additional one-year extensions, commencing on August 4, 2026. Only Canadian suppliers or those from applicable trading partners are eligible to bid, and compliance with reciprocal procurement rules is mandatory. Bidders must submit a complete proposal via email in three PDF volumes—Technical, Financial, and Certifications—with a maximum total file size of 5MB; zip files and external links are prohibited. Proposals must demonstrate compliance with mandatory criteria including solicitation adherence, a minimum technical score of 15 out of 30, and certification of independent bid determination, integrity, and anti-forced labor practices. All resources conducting work onsite must hold a valid RCMP Facility Access 02 with Escort Security Clearance, and the contractor is responsible for ensuring compliance with all site security rules, information protection protocols, and access controls, including immediate reporting of any data breaches. The contractor assumes full liability for subcontractor compliance and is responsible for securing any necessary insurance at its own expense, as no specific insurance requirements are imposed by the government. Payment will be made monthly upon submission of accurate, itemized invoices that correspond to the Basis of Payment, subject to successful inspection and acceptance by the Technical Authority. The award will be granted to the lowest-priced responsive bid meeting all mandatory and technical evaluation thresholds.
