This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 under the Revolutionary FAR Overhaul (RFO) and has incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2026-01 dated 03/13/2026.  This announcement constitutes the only solicitation, quotations are being requested and a separate written solicitation will not be issued.


Solicitation number 70LGLY26QGLB00021 is issued as a Request for Quotation (RFQ) to provide Fitness Equipment Maintenance and Repair Services for the Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC), Physical Techniques Division (PTD) located in Glynco, Georgia.


This commercial services acquisition is being solicited as a competitive Service-Disabled Veteran Owned Small Business Set-Aside.  It is anticipated that a single Firm-Fixed-Price award will be made as a result of this solicitation.


The North American Industry Classification System Code (NAICS) is 811490 – Other Personal and Household Goods Repair and Maintenance and the Small Business Standard is $9.0 Million. Product/Service Code is J078 – Maint/repair/rebuild of equipment - recreational and athletic equipment.


All questions regarding this solicitation must be received must be received electronically via email to the Contracting Officer, Michael Winstead, at michael.winstead@fletc.dhs.gov no later than 5:00 PM EDT on 04/16/2026 to allow adequate time to provide answers.  All Q&As will be posted as an amendment to the solicitation on SAM.gov.


All quotations must be received electronically via email to the Contracting Officer, Michael Winstead, at michael.winstead@fletc.dhs.gov no later than 2:00 PM EDT on 04/23/2026 to receive consideration.

This solicitation is hereby amended to post Q&As, incorporate changes to the PWS and PRS, and extend the quotation due date from 1700 on 04/22/2026 to 1400 on 04/23/2026. All other terms and conditions remain unchanged.
