Fleet and Ancillary Inspections - IFB

The San Diego Metropolitan Transit System (MTS) is soliciting bids under solicitation number L1718.0-27 for Fleet and Ancillary Inspections. This five-year contract covers inspection and maintenance services for the MOW (Track and Wayside), LRV, and Facilities departments. The scope includes 90-day BIT inspections, boom/bucket and hi-rail inspections, and annual inspections, as well as associated labor and materials. The award will be granted to the lowest responsive and responsible bidder based on a compliance review of the technical specifications and a comparison of the total all-inclusive bid amount. To be eligible, contractors must be licensed in the State of California, possess five years of current experience in the required inspection types, and be Enterprise authorized for maintenance and repair. Services must be performed by California-licensed technicians who are ASE certified with Air Brakes qualifications and qualified to inspect hi-rail equipment. Compliance with California Highway Patrol (CHP) BIT Program, OSHA Aerial Lift regulations, and Federal Transit Administration (FTA) requirements is mandatory. Bidders must also submit a Federal Tax Liability and Recent Felony Conviction Certification and adhere to specific drug and alcohol testing requirements under 49 C.F.R. part 655. The contract requires comprehensive insurance coverage, including $2,000,000 for Commercial General Liability and Automobile Liability, and $4,000,000 for General Aggregate. Invoicing is handled via email to the MTS Accounting Department with payment terms of net 30 days.
