Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.

The Naval Research Laboratory, an agency of the Department of Defense, issued a sole source procurement under solicitation N00173-14-R-RH01 for the acquisition of lightweight, high-efficiency flexible, mechanically-stacked solar cell panels. The primary objective is to obtain multi-junction solar cells capable of achieving an electrical conversion efficiency of 40 percent or higher. This procurement is specifically directed toward Semprius, Inc., as the company utilizes a proprietary transfer-printing process that allows dissimilar semiconductor materials to be placed in intimate optical and electrical contact. This proven commercial technique is identified as the only method capable of creating flexible arrays that meet the rigorous efficiency requirements of the project. The procurement is justified under FAR 6.302-1, citing the unique technical capabilities of the Semprius process. While the notice allowed other vendors 15 days to submit verifiable documentation demonstrating their ability to meet these specifications, the Justification and Approval documentation confirms the intent to award the contract to Semprius, Inc. The administrative point of contact for this action is Contract Specialist Richard W. Hobson, based in Washington, DC, under NAICS code 221114.

SYNOPSIS DESCRIPTION NOTICE OF INTENT TO SOLICIT A SOLE SOURCE PROCUREMENT FOR light-weight, high-efficiency flexible, mechanically-stacked solar cell panels that are capable of achieving 40% (or higher) efficiency. The US Naval Research Laboratory intends to procure stacked, multi-junction solar cells to achieve 40% (or higher) electrical conversion efficiency in a flexible array from Semprius, INC. Semprius owns and operates a proprietary transfer-printing process to build concentrator solar cells and panels. The transfer-printing technique is uniquely capable of creating stacked multi-junction solar cells in a flexible array that can attain 40% (or higher) efficiency. The transfer-printing technique is unique because it allows dissimilar semiconductor materials to be placed in intimate, optical and electrical contact to form a single operational device. The Semprius process is also unique in that it is a proven commercial process currently in use to make solar cells. Vendors who feel capable of meeting all the requirements stated above shall, within 15 days after publication of this synopsis, fully identify their interests and submit written data and verifiable documentation that demonstrates conclusively the capabilities of their proposed equipment to meet the stated requirements. Responses received after 15 days or without the required documentation will be determined non-responsive to the synopsis, and will not be considered further.
