Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.

REQUEST FOR INFORMATION – PACIFIC GREENFIELD INITIATIVE (ADVANCED MANUFACTURING AND INDUSTRIAL RESILIENCE OPPORTUNITY ON OAHU, HI)
Solicitation # RFI-PGI-20260929
The Department of the Navy is issuing Request for Information RFI-PGI-20260929 to gather industry feedback for the Pacific Greenfield initiative. This effort aims to establish advanced manufacturing and industrial resilience capabilities on existing non-excess Navy property on Oahu, Hawaii. The primary goal is to reduce reliance on long-lead continental United States supply chains by enabling theater-scale production of critical components, including metals, composites, electronics, and large-format printing, with a target capacity of hundreds to thousands of units. The Navy is seeking information on industrial-scale facility concepts, modern manufacturing footprints, and the integration of robust utility infrastructure, such as microgrids and circular resource-recovery systems, while emphasizing the development of the local Hawaii workforce through training pipelines. This RFI is strictly for market research and planning purposes and does not constitute a solicitation or a commitment to award a contract. The Navy is exploring various acquisition and partnership models, including Enhanced Use Leases, Other Transaction Agreements, and joint ventures, to leverage private investment and reduce federal capital requirements. Interested parties, including specialized small businesses, are invited to submit high-level concepts addressing site requirements, financing approaches, and development timelines. Responses are limited to 20 pages and must be submitted by 17:00 HST on November 10, 2026. Potential respondents are cautioned regarding possible organizational conflicts of interest related to the project's advisory and real-estate requirements.

This unrestricted procurement includes a partial small business set-aside and intends to award up to six firm-fixed-price contracts. The total aggregate contract capacity is 99 million dollars over a maximum term of 90 months, consisting of a 12-month base period, six 12-month option periods, and one 6-month extension. Task orders will typically range from 3,500 to 10 million dollars, with a minimum guarantee of 5,000 dollars per awardee. The scope of work is extensive, covering biological and benthic habitat surveys, data management, passive acoustic monitoring, habitat restoration, coral translocation, and compliance with environmental mandates such as the Endangered Species Act, Marine Mammal Protection Act, and NEPA. Contractors must provide highly qualified key personnel, including project managers, environmental scientists, and certified safety officers, while adhering to EM 385-1-1 safety standards and Navy GIS specifications. Security requirements are stringent for work in controlled industrial or nuclear areas, requiring DOD facility and personnel clearances.
