This contract establishes a binding agreement with the lowest bidder to provide unit-priced flood response services for a spring flood event affecting specified communities along the Assiniboine River and Portage Diversion dikes. Additionally, it sets up a non-binding call-out list of qualified bidders for potential summer and fall flood events. The work focuses on flood fighting efforts, including the construction and removal of clay closures on permanent flood protection dikes, the possible opening of the Portage Diversion Failsafe, and aims to balance maintaining important highway routes with effective flood protection. The contractor is required to supply various categories of heavy equipment such as hydraulic excavators, crawler tractors with dozer attachments, dump trucks, and traffic control personnel to perform tasks like excavation, dike repair, material handling, and traffic management. Due to the unpredictable nature of flood events, no guarantee of work quantity or mobilization is provided. Bidders must be prepared to respond swiftly to flood events as directed by the Manitoba Transportation and Infrastructure agency. Equipment quantities are stipulated in the contract documents, which include detailed drawings of dike structures and potential borrow sites. If no flood closures are required, no mobilization or payment will occur. Interested parties can access bidding documents through the Merx platform, adhering to the specified deadline for submission. The project is managed by a designated contact within Manitoba Transportation and Infrastructure, ensuring coordination and oversight of flood response activities.
