Solicitation # 121584
The Washington Suburban Sanitary Commission (WSSC Water) is soliciting proposals for a requirements contract to provide comprehensive organizational development training. This initiative focuses on professional development, leadership and supervisory growth, and technical software training delivered through a blended approach of in-person sessions at WSSC facilities and virtual instructor-led training via platforms like Microsoft Teams and Zoom. The scope includes the design of multi-tier training programs and progressive learning paths, such as a three-month leadership cohort model, covering topics from business writing and conflict resolution to AI and digital productivity. The contract has a base term of three years with a potential two-year option for extension, and WSSC Water may award up to ten separate contracts. This solicitation is strictly a set-aside for certified Minority Business Enterprises (MBE) and Small Local Business Enterprises (SLBE). Qualified offerors must demonstrate at least five years of experience delivering similar training to organizations with 1,500 or more employees, and some requirements specify up to ten years of experience with government agencies. Proposals are evaluated based on technical approach, firm experience, staffing resources, and best-value pricing. Mandatory requirements include comprehensive insurance coverage for general liability, errors and omissions, and workers compensation, as well as background investigations for all personnel. Responses must be submitted through the eProcurement Portal by November 19, 2026.
