The Naval Air Systems Command intends to award a sole-source contract modification to Rockwell Collins, Inc. for the procurement of one C-12561A Reprogramming Kit with a USA Port Connector and an RT Software Reprogramming Kit with a 1553 PCMCIA Card for Foreign Military Sales. This action is being conducted under FAR 6.302-1, as Rockwell Collins is the original equipment manufacturer and sole designer of the AN/ARC-210 radios, possessing the exclusive technology and documentation required to support these items. The procurement is managed by the Naval Air Warfare Center Air Division out of Patuxent River, Maryland, with performance taking place in Cedar Rapids, Iowa. Because the government lacks the necessary data rights to seek competitive bids, this notice serves as an intent to negotiate with a single source rather than a request for proposals. Interested parties wishing to challenge the sole-source determination were required to provide evidence of competitive advantage by the specified deadline.
